[Notes to presenters: Although the Acquisition Gateway’s primary stakeholder is the federal user, publicity about the tool garnered attention from citizens, the media, industry, government contractors, third-party consultants, and state and local governments. Operational transparency is one of the Gateway’s underlying principles, and a public view has been part of the Gateway plan since day one. This slide deck was created to help inform non-federal government audiences about Public Access and the information that is/is not accessible to the public. Industry and government contractors are important audiences for two reasons: first, some may have been led to believe they were previously missing out on government sales opportunities by not being “on the Gateway”; and second, they need to know that releasable data and information will not include anything that would give a competitive advantage to one company over another. We want to be the government acquisition workspace. The vision for the Acquisition Gateway came from our customers. A couple of years ago, we surveyed the terrain of government-wide e-commerce tools and interviewed our government customers about what they felt was missing from the acquisition e-tools portfolio. People told us not that they needed an improved place to buy, but rather they wanted a place where they could see everything that was available to buy in a particular category, like [fill in the blank].

3 F E N G T R A M This is because the $400 billion federal acquisition landscape is fragmented among 500 different groups doing purchasing. Those groups have built up a lot of their own muscle over the years, but they’re not talking to each other. They can’t see the whole landscape. We’re not leveraging the collective purchasing power of the Federal Government, the largest buying organization on the planet. We’ve created a lot of contract duplication and process redundancy, and we’re making it harder and more costly for our industry partners to do business with us. The first of these we've created to start building that kind of community is the Acquisition Gateway. The Acquisition Gateway, built by GSA, helps federal government buyers from all agencies act as one acquisition community. The Acquisition Gateway is a workspace that provides accurate, useful, and unbiased advice. It helps federal acquisition professionals learn what they need to know, connect with others to collaborate and communicate, and act to accomplish their tasks effectively. We want the Acquisition Gateway to become the hub of an acquisition professional’s daily activities. Our goal is to help make government acquisition great. for smarter acquisition. The Gateway drives clearer understanding of the government’s needs and industry’s capabilities, leading to better requirements and outcomes for everyone. Industry expertise informs the development of resources and advice in the Acquisition Gateway, helping to establish category strategies, consistent procurement practices, shared expertise and clear paths to success. Business intelligence generated by activity in the Gateway helps government wide category managers collaborate with industry partners on solutions and strategies that help federal agencies accomplish their missions and perform the business of government.

6 TRANSPARENCY Although the Acquisition Gateway’s primary stakeholder is the federal user, operational transparency is one of the Gateway’s underlying principles, and access by non-government users has been part of the Gateway plan since day one. We want the public to have access to as much of the Gateway as possible, and to experience the same user-centric design as federal users. On February 5, 2016, in the spirit of data transparency, GSA went live with a public view of the Acquisition Gateway, giving non-government users access to a subset of what is available to federal government employees. The Gateway enables that access while protecting the integrity of critical federal data and the security of private information supplied by contractors and others.

This is the homepage for federal government users…… Inside the Acquisition Gateway, federal users can find government-wide solution comparisons, connect with other acquisition professionals, and explore product and service category hallways. The hallways feature category-curated articles, templates, market research tools, prices paid data, and more to achieve successful outcomes at each step of the acquisition lifecycle. Today, federal acquisition professionals can use the Gateway to: Find historical prices paid for products/services Seek advice from category experts Compare governmentwide contract vehicles and solutions Search a Statement of Work library as reference for similar procurements View active and closed RFQs/RFPs from FY14 onward for reference on similar procurements Connect with other federal government buyers via message boards Acquisition professionals cannot: Directly compare vendor-to-vendor pricing or features Conduct the procurement process Complete a transaction

Community feeds Contracts Prices-paid information eBuy Open These data and information sources are not available to the public. Specifically, public users will not have access to the Prices Paid Portal. The View Prices Paid button in each hallway will also be disabled, as will the Contract button in the Solutions Finder. Public users will not be able to read federal user discussions or post their own comments about resources like category-curated articles, upload documents from their desktops, or participate in the voting capability for resources like contract solutions and Statement of Work samples.

This is the homepage for non-federal government and public users. Note that the public experiences the same user-centric design as federal users. 10 governmentwide categories in the Hallways list GSA’s Freedom of Information Act (FOIA) Division and the Office of General Counsel reviewed the Gateway content and ensured that its release is protected against the disclosure of information, which would substantially harm national defense or foreign policy, individual privacy interests, business proprietary interests, and the efficient operation of governmental functions. The Gateway content that was analyzed was held to the same releasability legal standards as a FOIA request. In addition, GSA coordinated with Senior Procurement Executives (SPEs) at each agency that provided content for the Gateway to give them an extra opportunity to confirm its appropriateness for public posting. What the public sees is the result of those reviews.

17 Solutions Finder – online video
The Solutions Finder has over 220 vehicles from more than 20 agencies available for market research. Solutions include IDIQs, shared service offerings end user licensing agreements and more. 18 CALC– online video CALC lives outside the Acquisition Gateway, but can be reached from the Gateway home page. Users can search by labor category. Filters allow users to shape that information. 19 Project Center The Project Center is how a user can personalize the Acquisition Gateway. One can store information critical to a procurement. Upload files. Invite team members. Clip articles, contract vehicles and community posts for a centralized market research home. A user can have multiple projects Milestones are a breakout of typical procurement deliverables Keep track of identifier #s, contract info, timeline and budget Content is where relevant info from the Gateway is gathered and kept Invite team members that are registered with the Gateway to view and contribute to the project The Tasks tab is a notes section.

20 Document Library The Document Library is the next generation SOW Library. It houses procurement documents from all phases of the acquisition lifecycle.
