That a framework for service-level decision-making, emphasizing local solutions to local problems, be developed and implemented. Every community can differ in terms of their most prominent issues and the resources at their disposal to address them. A framework supporting's local solutions to local problems would provide guidance for the genuine involvement of community members and partners, would combine both qualitative feedback and quantitative evidence to determine the most prominent concerns of a region, and would support flexibility in terms of the delivery of services and the ability to tailor programs to the needs of the population at the local level.

Create charitable organizations that have a reasonable probability of being robust against reduced public funding.
Engage people in using ways that work for them to improve health outcomes through:
appropriate access to and use of Health Services, and
approaches to healthier communities and individuals .
Build solutions with organizations and people that have overlapping goals and resources that are related to both communities’ strengths and underlying problems

5. Enabling Factors for OHC
Lawyers specialized in charities law who volunteered their services to develop the legal framework for two charities that are independent of one another that develop and support community goals related to health services system , and foster healthier individuals & communities.
