Site specific visits to local municipalities (LM’s) conducted on 26 March 2015 to 30 April 2015
Several LM’s identified as critical requiring urgent intervention in term of drought relief funding
Final submission forwarded to DWS National requesting funding – 20 May 2015
Signed declaration by Free State Premier – 14 Aug 2015
Endorsement of drought business plans by LM’s & Provincial Disaster Management Centre – 13 Nov 2015
Drought business plans were however not funded by NDMC

In winter most dams run dry impacting negatively on water supply
Desiltation systems to be installed in future e.g assessment of various sand traps options available for raw water
To improve operations and monitoring of water resources, dam surveys will be conducted & gauge plates will be installed at municipal dams better manage future operations

FS DWS reprioritized funding towards drought mitigation intervention projects:
R32.3 m through RBIG to embark on groundwater
R20.4 m through ACIP for water tankers
R9.2 m through regional operational budget
R10.63 through MWIG to embark on groundwater
Total contribution towards drought from regional is R72.53 m

Rand Water appointed to refurbish 7 boreholes and drill four (4) new ones in Senekal. Existing boreholes have yield potential of 1.7 Ml/day
Four (4) DWS water tankers provided from 12 Jan to 31 Aug 2016 focusing in Senekal (3) and Clocolan (1)
National Lottery had drillled 5 boreholes on farms identified by LM buy yields were low

22. SETSOTO LM DROUGHT INTERVENTION
SETSOTO PROGRESS
The DWS provided four (4) water tankers of 18 000 L capacities to the Setsoto LM from 12 January 2016 to 31 Aug 2016.
The water trucks operated between 05h00 to 19h00 every day of the week in Senekal (3 waters tankers) and Clocolan (1 tanker)
The water tankers has since been withdrawn beginning of September 2016.

23. SETSOTO LM DROUGHT INTERVENTION
SETSOTO PROGRESS
Maquard dam level is at 50% after some rains and treatment plant receives raw water from this dam
National Lottery has drilled 2 boreholes & equipped with hand pumps because of low yields in Setsoto (Dismista and Liberties Farm Schools)
Meulspruit dam level is at 40% after some decent rains and will be able to provide 12 Ml/day to the treatment plant

24. SETSOTO LM DROUGHT INTERVENTION
SENEKAL PROGRESS
Sand River in Senekal still flowing although level. Cyferfontein dam is currently at 30% and De Put is 32%. Sandspruit is at 25%
Water treatment plant (WTP) in Senekal is almost fully operational
90% population of Senekal now supplied from reticulation network between 5 – 8 am
DWS 3 trucks have since been removed due to improved dam levels

25. MANTSOPA LM(HH: 8007, Ward: 1,2,3,4,5,6,7)

All eight (8) boreholes (Ladybrand & Thaba Patshoa) requires refurbishment of electrical (panels) and mechanical (pumps) items

Ladybrand benefitted from Katse Dam water release.
8 boreholes equipped in Excelsior & connected to the reservoirs
6 boreholes equipped in Tweespruit. A strong borehole already equipped filling up reservoirs in town

27. DIHLABENG LM (HH:5008, WARD: 12,13,14,15)

All four (4) boreholes (Fouriesburg) requires refurbishment of electrical (panels) and mechanical (pumps) items
Four (4) water tankers provided by Dihlabeng local municipality from 12 Jan 2016 to date

28. DIHLABENG LM DROUGHT INTERVENTION

2 water tankers provides water from Bethlehem to Fouriesburg
2 water tankers provides water from Bethlehem to Rosendal
Currently busy with a long term plan (construction of a pipeline from Paul Roux to Rosendal). Site establishment was done December 2015.
Sand traps options for abstractions from Caledon River to reduce siltation and avoid damaging of pumps
Sand River bed extraction project currently being implemented in Ficksburg may also assist Fouriesburg town

29. NKETOANA LM (HH:3364, WARD:3,4)
Short/Medium term plans
Five (5) boreholes drilled and tested in Arlington through Rand Water. Four (4) boreholes to be equipped and connected based on sustainable yields.

30. NKETOANA LM DROUGHT INTERVENTION
NKETOANA PROGRESS
12 boreholes were drilled, equipped, connected and supplying water in Petrus Steyn
Petrus Steyn WTP is currently operational
Lindley WTP is operational & water supply distributed for 4 hours in the mornings and evenings.
Water supply provided for 2 hrs in the morning and 3 hrs in the evening in Arlington

31. MALUTI-A-PHOFUNG LM (HH: 82 975, Ward: 2,27,28,29,33,34)
Short/Medium term plans
Refurbishing (electrical/mechanical items & pipe connection to either network or nearby reservoirs) of 27 existing boreholes
Exploration drilling of 60 new additional boreholes has been proposed by Sedibeng Water through RBIG

32. MALUTI-A-PHOFUNG LM DROUGHT INTERVENTION
MALUTI-A-PHOFUNG PROGRESS
DWS provides currently provides 14 water trucks to Maluti-A-Phofung LM & represented at JOC meetings. 10 X L and 4 X L.
LM reported to have over 57 water tankers distributing to various areas, sector departments, schools & crèches.
Fika Patso WTP re-commissioned & operated at 7 Ml/day supplying Phutaditjhaba & other economic zones
DWS also provided L tank at Dithothaneng village in Qwaqwa filled by water tankers. 50 JOJO Tanks ( L) were also provided
LM reported in JOC meeting to have done this work on boreholes:
- 9 boreholes drilled by AJ Mining. Only one had adequate yield
- 4 boreholes drilled by Gift of the Givers. Only one had adequate yield
- 30 boreholes drilled by National Lottery. Only 24 hand pumps fully functional

33. MASILONYANA LM (HH: 1833, Ward: 1,2,4,5,6,7,8,9,10)
Short/Medium term plans
Boreholes water levels have been verified in Brandfort, Winburg & Verkeerdevlei
Groundwater assessment done in Theunissen/Brandfort to identify potential boreholes and mapping on GIS done. This will assist in augmenting of water supply to the treatment plant
Work to commence when funding is made available (groundwater exploration in Brandfort & Theunissen) on the 10 boreholes

34. MASILONYANA LM DROUGHT INTERVENTION
MASILONYANA PROGRESS
Rietfontein dam level in Winburg is now approx. 40%, WTP operational supplying 2.4 Ml/day.
Assessment of groundwater in Theunissen close to the water treatment plant conducted. Awaiting funding for geohydrology investigation, drilling, testing, equipping and connecting
2 Water tankers provided in June 2016 and August 2016 to assisted Brandfort town but has since been removed after O&M issues were dealt with
5 boreholes were equipped and solar panels installed in Brandfort in June Currently one is operational
Previously, 3 boreholes were also equipped in 2013 in Winburg. All 3 are functional

35. TOKOLOGO LM (HH: 2621, Ward: 1,2,3)

Refurbishing (electrical/mechanical items & pipe connection to either network or nearby reservoirs) of 11 existing boreholes
RBIG will be reprioritized to equip and connect identified boreholes in new financial year

36. TOKOLOGO LM DROUGHT INTERVENTION
TOKOLOGO PROGRESS
Boshof & Dealesville are depended on boreholes. LM is maintaining the boreholes.
4 boreholes were drilled and 6 tested in Dealesville
Currently implementing bulk water supply for Boshof and Dealesville through RBIG.
6 boreholes in Dealesville to be equipped and connected. Groundwater exploration to commence within 10Km radius.

37. Tswelopele LM Short/Medium term plans
Refurbishing (electrical/mechanical items & pipe connection to either network or nearby reservoirs) of 5 existing boreholes in Hoopstad.
Assessment of 6 boreholes conducted in Bultfontein. 1 borehole operational, however, refubishment required for all 6 boreholes.
Municipality had approach DWS for assistance with water tankers

38. MOQHAKA LM (HH: , Ward: 2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17,18,19,20,21,22,25)

Refurbishing (electrical/mechanical items & pipe connection to either network or nearby reservoirs) of 5 existing boreholes in Viljoenskroon
Some work on groundwater studies is currently being done and a consolidated & comprehensive report is being prepared

39. MOQHAKA LM DROUGHT INTERVENTION
MOQHAKA PROGRESS
Bloemhoek dam is currently at 12.2%, Barend Wessels dam is at 19% and Strydom dam is 0%.
Prior to end of July 2016, dams were at zero percent hence the water tankers (21) intervention starting 26 May 2016 to 31 August 2016
However, 7 water tankers has been requested by LM
Two (2) movable tankers with the capacity of 80 000L each were also deployed in Kroonstad on 11 June 2016 that are connected to the boreholes to augment the water supply in the area.
Seven (7) existing boreholes were identified for refurbishment. Five (5) boreholes were refurbished and tested for water quality.
The 80x 5000L Jojo tanks were placed at strategic points that include schools and clinics for distribution purposes and security. A service provider also donated 8 x L JOJO in July 2016.

40. MOHOKARE LM DROUGHT INTERVENTION
MOHOKARE PROGRESS
Water is being transported from three (3) boreholes to JOJO tanks in Rouxville.
The community is still making use of the eight (8) hand pumps located around the town and township in Smithfield.
Water is further supplied through the network once in three weeks over the weekend

41. MOHOKARE LM DROUGHT INTERVENTION
MOHOKARE PROGRESS
In Smithfield, the DWS facilitated the release of water from Katse dam in Lesotho to benefit one of the most affected towns (Smithfield) in Mohokare local municipality. 26.4%)
As a result of water release, the off storage dam level in Smithfield is now approx. 30% and the water treatment plant (WTP) has been re-commissioned and is now operational and supplying water to the communities.
Through Municipal Water Infrastructure Grant (MWIG), the DWS has also equipped eight (8) boreholes with hand pumps in Smithfield.

42. MANGAUNG METRO (HH: 72 385, WARD: 27,28,29,30,31,32,33,34,35,36,37,38,39,40,41,42,43,49)

Exploration drilling of 30 new additional boreholes in all towns of Mangaung Metro has been proposed

Mangaung Metro is the biggest beneficiary of the Katse Dam water release
Welbedacht dam level (44.8%) dropped significantly in the past 2 weeks
Borehole exploration conducted in Thaba Nchu northern and southern villages
8 boreholes being drilled by National Lottery, 5 hand pumps currently operational

44. LETSEMENG LM (HH:2639, Ward: 3,6)

LETSEMENG PROGRESS
Petrusburg is dependent on ground water. 3 boreholes were connected. 15 boreholes were also tested for yield and water quality. 13 boreholes to be equipped and connected.
Currently Sedibeng is busy conducting water quality tests and exploration for additional boreholes.

One borehole was equipped and connected in Bethany. All households are receiving water.
Water was released benefiting Bethulie, Springfontein, and Trompsburg
Good work on groundwater augmentation was done in Fauresmith. Awaiting electrical connection
Sedibeng Water appointed to equip and connect four (4) new boreholes in Fauresmith.
The work has been completed and water supply shortages currently alleviated

48. Phumelela LM Short/Medium term plans
Refurbishing (electrical/mechanical items & pipe connection to either network or nearby reservoirs) of 3 existing boreholes
Municipality had approach DWS for assistance with one (1) water tankers. Free State DWS Region has submitted request to DWS National

49. PHUMELELA DROUGHT INTERVENTION
PHUMELELA PROGRESS
Two borehole were fixed and connected in Warden. Warden dam is at approx. 0%. LM is currently providing water through 2 boreholes and water tankers of their own
Memel dam is at approx. 22%, WTP operated at 1 Ml/day but water rationing still applies 11 am to 4 pm
Vrede dams are at approx. 28 %, WTP operated at 3.4 Ml/day. 4% of the community at the high lying areas not receiving water
