Maslow’s Hierarchy of Needs
Self-fulfillment needs Psychological needs Maslow’s hierarchy of needs suggest that a person’s basic needs must be met before reaching self-fulfillment. Research has shown that student success is impeded when their most basic needs of food and housing are not met first. Students who struggle with food and housing insecurity often live in circumstances that are not conducive to success in college. Basic needs

40.6 million U.S. citizens live in poverty (2016) Among adults in poverty, 1/3 are underemployed working part time. Low wage workers jobs are: Irregular and unpredictable work schedules Without paid family or medical leave Full-time worker annual minimum wage - $15,080, is below federal poverty threshold for a family of three.

Kentucky ranks 47th nationally Living in Poverty KY US Appalachian Region 18.8% % % The Commonwealth of KY profile ranks KY ….. 18.8% of KY’s population live at or below the poverty level as compared to 15.4% nationally If we consider the Appalachian region the poverty rate jumps up dramatically to 25.2%

KCTCS Institutional Analysis Independent Pell Grant Recipients
Below Poverty Level 14,846 61.63% KCTCS looked at all students who had applied for financial aid using the Free Application for Federal Student Aid. Of the 29K PELL independent recipients, 62 % were below the poverty level and determined financial eligibility for various federal public assistance programs. EXTRA INFORMATION

FINANCIAL AID Southeast CTC Student Loan Default Rate letter from DOE
Maximum Pell increased from $5,815 for the Academic year to $5,920 for the 17-18 New Year Round Pell Award Year - students receive up to an additional 50% in funding for the summer term. Centralized Processing Center Fall 2017 to date 15,148 verifications processed 11,332 calculated Returned to Title IV (R2T4)

Colleges required to self-assess plan performance (quantitative and qualitative) Final Assessment Reports due to CPE March 2019 Official Eligibility for New Academic Programs announced Retention Rate (Underrepresented Minority – American Indian or Alaska Native, Black or AA, Hispanic or Latino, Native Hawaiian or other Pacific Islander and two or more races), fall to fall, credential-seeking students. (Positive results in the President’s full report to the Board ) Closing the achievement gaps among URM, and other identified targeted populations will assist with obtaining the completion agenda and performance base funding and strategic goals.
