2. Integrated Program Redesign
Student Success and Support Program (SSSP), Student Equity Program (SEP), and Basic Skills Initiative (BSI):
share a common goal of helping students achieve their educational objectives in greater numbers and rates
focus on closing the achievement gap across student groups
Despite common goals, the three programs were designed and often operate in silos

3. Integrated Program Redesign
Results in:
A complex administrative structure for both the CCCCO and colleges
Difficulty for colleges to employ integrated planning in implementing programs in ways that best serve students

4. Integrated Program Redesign
The Chancellor’s Office recognized:
That colleges are experiencing “initiative fatigue,” and
The need to redesign SSSP, SEP and BSI into a more cohesive and integrated model

5. The CCCCO Requests a PRT
The Chancellor’s Office submitted a Letter of Interest to Santa Clarita CCD in January 2016, requesting an IEPI Partnership Resource Team (PRT) to review and assess CCCCO integration and alignment of:
Student Success and Support Program
Student Equity Program
Basic Skills Initiative

6. Partnership Resource Team (PRT)
A PRT is a group of subject-matter experts from within the CCC system who volunteer to provide technical assistance to colleges, districts and centers.

8. Key Features of CCCCO Innovation and Effectiveness Plan
Identify staffing resources to carry out the SSSP, SEP and BSI program redesign
Suspend for one year the required program plan requirements for SSSP, SEP and BSI
Support a culture shift at the CCCCO from compliance toward expanded technical assistance
Pursue better alignment in data reporting across programs and expanded support in data use

Leverage program resources to increase student success
Promote integrated planning
Increase flexibility
Increase efficiency by reducing admin. burdens
Focus on program results
Expand technical assistance to districts/colleges related to effective practices

10. Redesign Process Beginning with Version 1.0
An aggressive goal of a new integrated model for the academic year, rather than wait another year
Separate Ed. Code and title 5 regs. remain in effect for each program. Over time, the CCCCO intends to propose changes to Ed. Code and title 5 to better align SSSP, SEP and BSI
Version 1.0 is just the beginning
Future versions will further refine integration model

11. Next Steps
Develop prototype for integrated planning, reporting and financial requirements
Vet prototype with stakeholder groups for feedback and refine based on input
Share new program framework (planning templates and guidance) with districts and colleges
Further refine Version 1.0 and begin developing Version 2.0

12. Next Steps Identify and craft needed changes to Ed. Code and title 5
Identify strategies to support districts and colleges in successful implementation of the integrated program model
