This PowerPoint presentation is a brief synopsis of Section 103 of the Enlisted FMF PQS study manual. It is designed to either be presented as a class to a battalion aid station while the students read along in their books or to be used by a single person studying for their test or board, with the book nearby to bounce between the book and the slideshow. It is not meant to replace the actual material in your book and it certainly does not cover all of the material inside of the references listed in the book. It is a pretty badass presentation, however it’s better if you click on the hyperlinks. Most of them will be shown in blue text and many of the photographs (scroll over and see if your mouse turns into a hand). The links are provided to help you study in the most efficient way possible, but it will also never be an acceptable substitute for the weeks of study time recommended prior to taking the exam or oral boards. What it means: The main purpose of the Marine Corps is to provide the means with which to fight a war. To provide combined arms (air, ground, and sea elements) to take and defend advanced naval and air bases from the enemy. (Example: the seizure of Guadalcanal and Mariana Islands from the Japanese in WWII)

103.1: 7 Elements of the Marine Corps Mission Provide What it says: Provide Marine forces for airborne operations in coordination with the Army, Navy, and Air Force, according to doctrine set by the Joint Chiefs of Staff What it means: In addition to amphibious and land based assault, the Marines will maintain a solid air assault program and use those Marines alongside Army, Navy, and Air Force troops

103.1: 7 Elements of the Marine Corps Mission Expand What it says: Expand peacetime components to meet wartime needs according to the joint mobilization plans What it means: The Marine Corps has a very large mission, especially when considering that it is by far the smallest branch of the military. A robust recruiting and recruit training program must be maintained to make sure that when a new Marine joins the force, he or she is fully able to jump right in and handle their share of the workload.

Because of their unique structure and organization, they can be deployed quickly to any part of the world, making them the ideal force for immediate action. Because of this situation, when a MEU deploys, it brings along enough supplies so that it is capable of performing almost anything that the President asks of them worldwide on a moment’s notice. (Example: 11th MEU rebuilds Iraqi village after it is destroyed by freak rainstorm in 2007)

Because of the two extra administrative links in the chain, it sometimes referred to as the “In Garrison” chain of command. This chain of command gives leadership and guidance on matters such as uniform regulations, required training proficiencies, and long term plans and goals. 103.3: Marine Corps Operating Forces Marine Forces Marine Corps forces (MARFOR) are organized as Marine Air-Ground Task Forces (MAGTFs) and are either employed as part of naval expeditionary forces or separately as part of larger joint or combined forces. The commanders of MARFOR Atlantic and MARFOR Pacific serve as Marine Corps component commanders to their respective combatant commanders and may also serve as commanding generals of Fleet Marine Forces (FMF) Atlantic, Pacific, and Europe. The MCSF include approximately 3,400 Marines who protect key Navy installations and facilities worldwide. Although not assigned to combatant commands, they are considered part of the operating forces of the Marine Corps. 103.5: Marine Air-Ground Task Force (MAGTF) A MAGTF is the Marine Corps’ signature organizational structure. It gives the Marines the ability to complete missions across the entire spectrum of military operations. They are balanced, combined-arms forces with organic ground, aviation, and sustainment elements. Although organized to participate as part of a Naval Expeditionary Force, MAGTFs carry with them the supplies needed for sustained operations ashore. MAGTFs are organized, trained, and equipped to be able to perform a broad variety of missions from humanitarian relief to peacekeeping missions to intense combat. They can operate in extreme weather and hostile environments. MAGTFs can be loaded onto maritime prepositioning forces (cargo ships sitting off the coast of a potential hot spot), be shipboard based such as a MEU, or land based. MAGTFs also have the capability of reconstitution, which is the ability to regenerate (swap out personnel), reorganize, replenish, and reorient itself for a new mission without having to return to its home base.

Lieutenant General James Mattis, former General of I MEF 103.5: Marine Air-Ground Task Force (MAGTF) Elements of a MAGTF Command Element The CE is the MAGTF headquarters and is organized to provide the command and control (including intelligence and counterintelligence) necessary for all operations The mission of the command element is to provide command and control of the MEF. It is responsible for the command, control, planning, and coordination of air, ground, and logistical operations of assigned forces. Air Combat Element: The ACE is task organized to support the MEF by performing the six functions of Marine aviation. The ACE is built around an aviation organization that is augmented with appropriate air command and control, combat, combat support, and CSS units. The ACE can operate effectively from ships, expeditionary airfields, or from rudimentary forward operating sites when needed. The ACE can vary in size and composition from an aviation detachment with specific capabilities to one or more MAWs. II MAW Band

103.5: Marine Air-Ground Task Force (MAGTF) Elements of a MAGTF Ground Combat Element: The GCE is task organized to conduct ground operations in support of the MAGTF mission. It is normally formed around an infantry organization that is reinforced with artillery, reconnaissance, armor, and engineer forces and can vary in size from a rifle platoon to one or more Marine Divisions. Logistics Combat Element: The CSSE is task organized to provide the full range of CSS functions and capabilities needed to support the continued readiness and sustainability of the MAGTF as a whole. It is formed around a CSS headquarters and can vary in size from a support detachment to one or more Marine Logistics Groups.

103.11: Special Purpose Marine Air-Ground Task Force (MAGTF) The real beauty of the MAGTF is in its flexibility with the different elements (headquarters, air, ground, and supply elements) and the ability to swap them out to make a MAGTF into a Special Purpose MAGTF (SPMAGTF). For example, if heavy ground presence is needed such as ending a localized rebellion, a Marine Expeditionary Unit (MEU) can be reinforced with another company of Marines. If more supplies are needed such as during a humanitarian relief mission, the Logistical section can receive additional supplies and personnel. If the MEU is tasked with enforcing a “no-fly zone” and needs additional air support, the commander may request for an additional squadron or Air Group.

103.9: Marine Expeditionary Unit (MEU) The Marine Expeditionary Unit is the standard forward-deployed Marine expeditionary organization. MARFOR Atlantic and MARFOR Pacific maintain forward-deployed units in the Mediterranean, the Western Pacific, and the Indian Ocean or Arabian Gulf region. The MEU can be thought of as a self-contained operating force capable of missions of limited scope and duration, or it can be thought of as a forward-deployed extension of the Marine Expeditionary Force. The MEU’s mission is to provide combatant commanders with a forward deployed, sea-based tactical unit capable of rapid crisis response (the President’s force). MEUs carry the capability to conduct operations across the full range of military operations, plus Military Operations Other Than War (MOOTW, pronounced MOOT-Wah). MEUs are trained, organized, and equipped as a self sustaining, general purpose, expeditionary MAGTF capable of limited range special operations.
