5 STARS Searching and Reports Tools: What are the Differences?
Tracking Inbox: Search data entered by you and about you using column headings to sort in ascending or descending order. Search Menu: Data entered by anyone, as long as it is visible to your role, using search tools to filter. Reports: When released, reports will quantify aggregated data.. They will appear under a Configuration menu. The Reporting menu will not be applicable.

STARS Role PM Report Access Unique ID Report Access Resource Report Access SHIP Director State, sub-state or site level report SHIP Assistant Director Sub-State Manager Sub-state or site level report No access Site Manager Site-level report So in the first column here, we have the STARS roles that have access to creating reports: director, assistant director, sub-state manager, site manager. At one point, the reports were intended to be available to more roles in STARS, but there was a concern that it would be too much of a burden on the system if all levels of users could run reports. In the second column, we show what type of access users have to the PM report. So for the director and assistant director, they can access the state level report, which aggregates data from the entire state, and spits it out into a version of the PM report that looks nearly identical to the one you receive now from ACL on a quarterly basis. They also have access to run sub-state and site-level PM reports. The sub-state manager can access a sub-state level PM report as well as site-level reports for any sites that are below them in the SHIP hierarchy. The site manager role can run a PM report for their site. In the third column, we have who can access the Unique ID report. This report is only available to the ship director and assistant director and will return results on the entire state, or if you’d like to narrow it down you can do a report for just a sub-state or a site. Finally, the last column, we have the resource report. It is accessible by all the roles listed on this slide, and can be run for the entire state, a sub-state or a site.

State staff, sub-state staff, site staff, team members and STARS submitters do not have the ability to run reports in STARS.

9 STARS Reports: What’s New
Performance Measure Report: Available to run for any period of time Limited to 1 year of data Beginning later in 2018, reports will not be distributed quarterly Resource Report: Can be run any time ACL will run each state’s report in STARS—no SHIP submission required Requests for unique data outside of “canned” reports can be done anytime through advanced search Briefly, I’d like to go over some things about the STARS reports that are different from what you might be used to. First, for the PM report, you will be able to run report to see performance for any period of time, as long as it’s 1 month or more. STARS does limit the period of time that you can run a PM report to a one-year period. Additionally, beginning later in 2018, PM reports will not be distributed anymore, since you will be able to access the data yourself, for any period of time you’d like. Next, the resource report can be run by you in STARS at any time. ACL will access each state’s report in STARS; you will no longer be required to submit the report annually to ACL. Finally, any requests for unique data that you need to access that falls outside of these present “canned” reports can be done any time by you through the advanced search.

Percentage of contacts with Medicare beneficiaries under the age of 65 per Medicare beneficiaries under 65 in the State. PM3: Medicare Beneficiaries Under 65 STARS data used – PM 3 Medicare Beneficiaries Under 65: All Beneficiary Contact Forms and SHIP Additional Beneficiary Session forms with both "Receiving or applying for Social Security Disability or Medicare disability" and "64 or younger" selected.

Percentage of low-income, rural, and non-native English contacts per total “hard-to-reach” Medicare beneficiaries in the State. PM4: Hard-to-Reach Contacts STARS data used – PM4: Hard-to-Reach Contacts: All Beneficiary Contact Forms and Beneficiary Additional Sessions forms with at least one hard-to-reach demographic The designated "hard to reach" selections are: Low income: “Beneficiary Monthly Income” = Below 150% FPL Non-native English speaker: “English as a Primary Language” = No Rural: County needs to meet ACL’s classification

Percentage of unduplicated enrollment contacts (i.e., contacts with one or more qualifying enrollment topics) discussed per Medicare beneficiaries in the State. PM5: Enrollment Contacts STARS data used – PM5 Enrollment Contacts: Beneficiary Contact Forms and SHIP Beneficiary Additional Sessions forms with at least one enrollment topic selected under the Topics Discussed

20 About the Resource Report
The Resource Report will be used to gather metrics on the various demographics of users in the system. The report will provide a summary of active users and the number of hours spent on activities during a date range. A team member will be deemed active if they have time entered on the Activity form or if they conducted a session during the report date range. Note: The Activity Form is associated with their Team Member Form.

26 About the 1-800-Medicare Unique ID Report
This report will assist ACL in providing the Centers for Medicare and Medicaid Services (CMS) a list of users who have active 1800 Medicare IDs in the system. State-level Unique ID report is for SHIP Director and SHIP Assistant Director users only and for their state/territory only Important: SHIP counselors will use their NPR-generated Unique ID through STARS-generated Unique ID will not be recognized by CMS until January 2019. The SHIP Unique ID program will continue to operate the same as it always has. All that is changing is the number itself The Team member job aid talks about the SHIP Unique IDs. See page 8 of that job aid.

27 Location of Data in STARS – Team Member Form
During the STARS launch phase, these fields for a team member with a Unique ID will likely look like this: This is a fake Unique ID for a Test person in the test STARS site. Notice “Create” is set to “Yes” but “Send” is set to “No.” It’s too early to send Unique IDs because people are still using their NPR generated ID. During the 2018 STARS Launch, SHIP Director and SHIP Assistant Director Users can select “Yes” to create a Unique ID, but should not send the Unique ID until preparing for the January 1, 2019 change.

Our usual process is to announce directly to registered users of our website based upon their role. We’ve decided that we need to retain our STARS webinar announcement process past October because of the 30+ SHIPs who use proprietary data systems. Their team members may not interact with STARS at all. Our webinar announcements would be likely to cause confusion in those 30+ programs. We will upgrade the password-protected area of our website to allow greater granularity in role permissions. The upgrade will allow you to tell us whether or not your users should received STARS training announcements. We expect the upgrade to be completed by August 2019.
