Expenses MONEY FOR MEALS & TRAVEL Expenses Funded participants will receive money for meals and travel expenses. US travelers will get a check in the mail. International travelers will receive money onsite. You’ll get forms and instructions, aligned with policy in GWSNA starting on page 56. See page 60 of GWSNA for a sample of a completed reimbursement form. Ask questions. We can help.

Conserve battery life by keeping remotes at the top of your pile or hanging from your lanyard. Check the LCD screen to confirm that a signal was sent.

USING ELECTRONIC REMOTES
Straw polls & voting Straw polls provide a non-binding temperature check. Decisions require a vote. Electronic voting gives us exact counts, eliminating the need for voice or standing votes. If a CP were to request a roll call vote, the Conference would vote whether or not to hold a roll call vote. Totals will be shown and announced at the close of each vote or poll. Information on how individuals voted is not reported or retained. To change the image behind the Mock up. From discussion to decision
Proposal or motion is introduced and there’s an initial straw poll ≥ 80% for or against = CONSENSUS Maker speaks to it, then the WB offers a recommendation Proposed changes, if any, dispensed with through the same process Limited discussion (2 w/minority opinion) Another poll (potentially a decision) If consensus holds, it’s a decision < 80% for or against means more discussion Maker speaks to it, then the WB offers a recommendation Proposed changes, if any, dispensed with through the same process Cofacs open discussion pool, manage queue Participants have up to 3 minutes to speak Effect of discussion measured by straw polls Cofacs determine when to end discussion and announce when a vote will be taken

Time challenges & some suggested strategies The Challenge: It takes 17 minutes to make a decision on an item even when we have consensus & no proposed changes We have 30 motions to get through in CAR-related Discussion and Decisions. That’s 8½ hours of Conference time with NO amendments and consensus on all items. What if…. …we reduce the time from 3 minutes to 2 minutes for those speaking to a motion or proposal? …consensus on the 1st straw poll would eliminate the need to hear from the maker and Board? The Conference Week The Conference Week Ch-ch-ch-changes…
See the Conference Report for the daily agenda and more WSC veterans will note some key changes: WB Forum moving to the Saturday after the close of the Conference and will be focused on the cycle ahead. WB, HRP, & Cofacs are available before and during the week. Write if you’d like to set up time to talk 1:1 with one of us. Optional orientation on Saturday replaces the formal orientation held in the past. CAR discussions and decisions will begin on Sunday afternoon. Submit proposals to change CAR motions as early as possible. Those received by 16 April will be proofed, translated, and distributed at registration after you arrive. Onsite deadline for proposals to change CAR motions: Sunday, 10:30 AM.

An afternoon break on WEDNESDAY (ADs need to purchase lunch tickets) Zonal meetings TBD by you: Space available if desired Elections on THURSDAY CAT-related business handled in its own session Small groups on new proposals will be held FRIDAY afternoon SATURDAY (5 May) will be a full day devoted to making sure we share an understanding of the work we’ve done throughout the week and the decisions we’ve made, and what we need to do in the months ahead.

As we’ve done in the last several WSCs, we’ll ask the Conference to adopt procedures on a one-time trial basis. Opportunity to test drive new processes Consider adopting as policy after we see how it goes Proposed processes were the topic of two Future reports and discussed in two web meetings Proposed processes appear in the CAT, starting on page 47

Decision-making threshold
CAT Material, page 48: Decision-making threshold To adopt, for WSC 2018 only, the following approaches for use in all WSC business, business discussion, proposal decision sessions, and the Moving Forward session: All decisions at WSC 2018, excluding WSC elections, but including changes to motions or proposals and requests for a roll call vote or other procedural decisions, require a two- thirds majority of those present and voting to vote in the affirmative to be adopted.

CAT Material, page 48: CAR-related decisions To adopt for WSC 2018 only, the following approaches for Old Business: Rename the session CAR Discussion and Decisions Eliminate formal Old Business If a motion has consensus in the first straw poll (80% or more of voting participants in support or not in support of the motion), the Conference will have the option to discuss and decide on that motion without any changes Cofacs will make it clear when a final decision is being made

New proposals submitted at WSC
CAT Material, page 49-50: New proposals submitted at WSC To adopt for WSC 2018 only, the following approaches for New Business: All makers of new proposals will use a New Proposal form to submit their proposal. The deadline for New Proposal submissions will be 12:00 noon on Wednesday of the Conference week. New Proposal packages and surveys will be distributed to Conference participants Wednesday evening. Surveys will be tabulated; all results will be provided to Conference participants Thursday evening. New Proposal discussions will take place in two 90-minute breakout sessions on Friday. Large-group follow-up on small-group sessions (Saturday morning). Moving Forward session (Saturday afternoon).

Not a priority for discussion according to survey results, but important given the WSC’s role as the trustor. HRP’s role: evaluate and identify nominees for WSC consideration A complete HRP report and nominees will be in the Conference Report Candidate Profile Report (CPR) packet mailed with Conference Report. Includes material submitted by each nominee. CPR material is confidential.
