2 -The toxic substances control act was passed in 1976 by the U. S
-The toxic substances control act was passed in 1976 by the U.S. Congress that regulates new and already existing chemicals. -The TSCA specifically regulates polychlorinated biphenyl products (PCB). -Contrary to what the name implies, TSCA does not separate chemicals into categories of toxic and non-toxic. Rather it prohibits the manufacture or importation of chemicals that are not on the TSCA Inventory. -The TSCA works with the EPA (Environmental Protection Agency) when it comes to the production of new chemicals from manufacturers. - The TSCA is a national act in the U.S. but it is very similar to the European Unions Regulation, Evaluation and Authorization of Chemicals

3 -The EPA has a better record when regulating newly created chemicals
-The EPA has a better record when regulating newly created chemicals. Companies must first notify the EPA of their intention to manufacture a new chemical not listed in the 1976 act by using a Pre-Manufacturing Notice. --New chemical notifications are reviewed by the EPA and if they find an unreasonable risk to human health or the environment, it can regulate the chemical in a variety of ways, from limiting its uses or production, to outright banning them.
