Leaking UST Section Timothy Veatch, Section Chief (317) Program Responsibilities Release Reporting Corrective Action Requirements No Further Action Determination
2
Release Reporting Suspected vs. Confirmed Suspected
Discovery of released regulated substances at the site Unusual operating conditions Monitoring results from release detection (unless equipment is found defective but not leaking and is fixed immediately or in the case of inventory control, a 2nd month of data that does not confirm the initial result)
3
Release Reporting Confirmed
Product is seen leaking from any part of the UST System into areas not equipped with secondary containment Spills and Overfills >25 gallons <25 gallons and not addressed within 24 hours Causes a sheen on nearby surface water
4
Release Reporting All suspected or confirmed releases must be reported to IDEM within 24 hours Report to: Phone (317) or (317) , State Form #54487, or Fax (317)
5
Release Reporting Releases reported to IDEM 10,329
175 Suspected or Confirmed Releases reported during FFY 16 Deactivated releases - 27 No Further Action - 38 Referred to other IDEM programs - 13 Releases currently active - 97
6
Corrective Action Requirements
Investigation Gathering information, data, and background Utilize the Remediation Closure Guide and Remediation Program Guide Aggressively pursue off-site access (NPD) Goal to characterize (determine extent of contamination) within 365 days of release reporting Submit ISC within 60 days
7
Corrective Action Requirements
Present remediation options Consider source removal Evaluate cost-effectiveness Submit within days of Site Characterization Approval Implement approved plan Monitor
8
No Further Action Unconditional Closure
Site conditions in soil, ground water, and vapor do not pose risk to receptors Results generally below Residential Screening Levels
9
No Further Action Conditional Closure
Contamination remains in soil or ground water above Residential Screening Levels Remaining contamination poses a potential risk to a receptor Institutional control necessary to prevent exposure Generally an Environmental Restrictive Covenant on the deed Most common restriction prohibits installation of new wells
