Exception Housing Schemes
Planning policy allows some affordable homes to be built in the Countryside if: Homes meet a proven need Adjoin existing homes in village Are affordable for the life of the property AND other planning requirements are met (not in flood zone, good access & design, etc.) Typically developments of around 10 homes Let using local lettings – connection to parish & adjoining parishes Requires willing landowner Relatively cheap land makes development of affordable homes possible (may still need cross subsidy from limited number of market homes) Planning Policy in North Norfolk Majority of development to be in towns (principle: Cromer, Holt, Fakenham & North Walsham; secondary: Hoveton, Sheringham, Stalham & Wells) Small amount of development in 16 Service villages Remainder of district = Countryside Development very restricted – support economy, renewable energy or affordable housing Affordable housing Affordable housing is let or sold at below market rates (homes can be for rent or intermediate home ownership) New affordable housing requires subsidy Routes to new affordable homes: Planning gain – proportion of homes on larger (10+) developments should be affordable Registered providers (housing associations) with limited government grant Outcome = not enough built to meet need
