WHAT IS IT, WHY DO WE NEED IT?
It is a vision on how local people want their community to develop between now and 2036, allowing communities a stronger role in shaping the development and future expansion of their parish. The Neighbourhood Plan will be taken into account when Wiltshire Council are making decisions on planning applications or appeals.

GOAL CREATE A COMMUNITY LED FRAMEWORK OF POLICIES AND PROPOSALS TO GUIDE THE FUTURE DEVELOPMENT OF THE PARISH. THE PLAN WILL INCLUDE THE THREE WARDS OF THE PARISH Laverstock & Milford Bishopdown Farm Ford, Old Sarum & Longhedge

PROGRESS SO FAR DRAFT VISION STATEMENT
We are building a parish open to all stakeholders; open to residents, well established and recent; open to the young and the elderly; open to those who work in the parish and those who visit the parish. It is achieving this through the preservation and creation of an environment which is safe, secure and caring; which offers educational and recreational facilities, employment opportunities, modern infrastructure; and which takes full advantage of its unique geographic position, between countryside and the city, and its rich history. We are building a parish we are proud to pass on to our children.

PROGRESS SO FAR DRAFT AIM AND OBJECTIVES
The aim of the Neighbourhood Plan is to preserve the character and sustainability of the semi-rural parish by the following objectives: Preserve and protect the open spaces and landscape that the parish most values. Conserve and enhance the River Bourne and its environs. Influence the location, type and volume of future housing development in the parish to meet the needs of the parish and wherever possible enhance the distinctive character and semi-rural setting of the parish. Encourage business and industry to make best use of the land in the parish set aside for this purpose to the benefit of the parish. Ensure that agriculture continues to be provided with adequate land and facilities to enable the rural economy to provide a significant output from the parish.

The aim of the Neighbourhood Plan is to preserve the character and sustainability of the semi-rural parish by the following objectives: Encourage the implementation of schemes, where possible, that reduce the impact of traffic within the parish including improving air quality. Ensure that any future development in the parish is supported by the implementation of a complementary and structured approach to infrastructure. Encourage the provision of community services and facilities which benefit the parish, including health and wellbeing aspects. Provide sufficient educational places to meet the requirements of the parish and consider opportunities for the provision of suitable education for the wider area of south Wiltshire. Seek to improve public transport to support the residents of the parish.

THE WAY FORWARD LATE 2017 - STEERING GROUP SET UP.
22 VOLUNTEERS, RESIDENTS OF THE PARISH, INCLUDING 4 PARISH COUNCILLORS. SPLIT INTO 4 WORKING GROUPS ADDRESSING KEY ISSUES AND THE CONSTRUCTION OF THE PLAN. WE NOW NEED TO COLLECT EVIDENCE TO SUPPORT THE CHOICE OF POLICIES AND PROPOSALS OUR “MADE” PLAN WILL CONTAIN.

WORKING TOGETHER THE CRUCIAL ELEMENT OF THIS PLAN IS COMMUNITY ENGAGEMENT. BY CONSULTATION WITH OUR RESIDENTS and BUSINESSES, WE WILL ADDRESS OUR NEEDS CONCERNING THE THREE MAIN AREAS: DEVELOPMENT ENVIRONMENT INFRASTRUCTURE

DEVELOPMENT Sites for future housing and employment.
The size and design of housing, schools, places of worship, health and leisure facilities, community and youth centres. Expansion of industry and employment. Protection of important buildings and historic assets .

Strategic Housing and Economic Land Availability Assessment (SHELAA)
A list produced each year by Wiltshire Council (WC) A requirement of the National Planning Policy Framework Summarises potentially available development land in the area for housing and business use Sites are often proposed by the landowner, but: inclusion in the list does not indicate a planning application has been made or that planning permission would be granted Includes a WC assessment of each site’s suitability for development, availability, and achievability, to determine whether a site is realistically expected to be developed and when

All the L&F Parish sites have been extracted from the 2017 list Each site will be assessed against criteria based on the finalised vision, aim and objectives Based on that assessment, a Parish view will be established regarding the suitability of each site

ENVIRONMENT Protection and creation of open spaces, nature reserves, allotments, sports pitches, play areas, parks and gardens. Landscaping, the planting of trees and flowers. Safeguarding river environs. Renewable energy.

INFRASTRUCTURE Transport - roads, cycle and footpaths
Access for disabled people. Traffic flow and Speed limits. Parking. Education. Broadband.
