2 Systems Performance Measures (SPMs)
Length of time persons remain homeless – avg and median length of stay (LOS) Extent to which persons who exit to permanent housing return to homelessness Number of homeless persons – PIT and Annual Counts Jobs and income growth for homeless persons # of people who become homeless for the first time Successful housing exits and retention LP

3 How do we meet these measures?

Incorporating into Year-Round Work and Decision-Making Look at each measure and what programs affect it Incorporate into individual program evaluations Adjustments to outreach and program design Decisions about funding priorities Training and capacity-building support Adjustments to Coordinated Entry System policies

5 Examples Community observed that 10% of single adults were staying in shelter between 1-3 months Looked at exit resources for that population in the inventory Identified gap in Rapid Rehousing RRH for single adults Established funding priority for RRH for single adults in request for proposals for bonus projects for 2017 CoC competition Community observed that rates of receipt of earned income were low Co-located workforce investment board staff at intake for RRH Provided training on employment resources and WIOA for staff Bonus in new project applications for projects with robust employment programs

6 Tips and Lessons Learned
Review quarterly Make it pretty and get people to look at it - format in tables/charts Score programs on individual performance on SPMs Run SPMs on individual programs or by cohort Look at other data w/SPMs – inventory, investments, AHAR etc. Establish an additional measure or two that is important to your community – e.g., cost per permanent housing exit, entries with no income, program occupancy, rates of receipt of income and benefits (not just changes) Change is constant
