Well below 2°C: NOT possible without energy efficiency
The Paris Agreement central aim is to strengthen the global response to the threat of climate change by keeping a global temperature rise below 2 °C According a recent IEA Model Scenario, to meet the objectives of Paris Agreement, 76% of emissions reductions in the EU will need to be achieved through energy Efficiency measures THIS MEANS: without bold energy efficiency policies, it will be impossible to reach the Paris Agreement According to the European Commission, for every 1% extra energy savings by 2030, EU gas imports fall by 4%, greenhouse gas emissions decrease by 0.7% and employment increases by 336,000 jobs. Every 1% improvement in energy efficiency means saving the equivalent of the emission of about 12 million cars

EED and Governance 2030: Which Deal would help the EU to achieve 2°C target ?
Support the binding nature of the EU energy efficiency target to strengthen investor confidence; Increase the level of ambition of the energy saving target to a cost-effective 40% by 2030, expressed both in primary and final energy terms; Extend the 1.5% cumulative annual energy savings obligations beyond 2020 (with a 2050 perspective); Avoid double counting and loopholes that would undermine the effectiveness of Art.7 and of the whole Directive; Include transport energy consumption in the baseline when calculating the savings. Support a transparent, robust and forward-looking governance compliant with the energy efficiency first principle to drive business decision and guarantee an adequate implementation of the EU energy efficiency legislation; Strengthen the energy efficiency target governance by allowing the Commission to check progress of individual Member states against a linear trajectory to ensure a steady flow of investment over the decade. Member states should be individually responsible for the delivery of the target and have one year to cover any existing or emerging gap; Keep a strong emphasis on national, long-term, comparable low-carbon strategies. These should be drafted simultaneously with the national 2030 plans aiming at delivering a decarbonised society.

ENERGY EFFICIENCY BENEFITS
For every 1% extra energy savings by 2030, EU gas imports fall by 4%, greenhouse gas emissions decrease by 0.7% and employment increases by 336,000 jobs, therefore EE helps to increase: energy security environmental sustainability job creation disposable income (in DE & FR thanks to EE improvements, household energy bills were cut by an average of 330,00 € per capita between 2000 and 2016) EE measures could cut fossil fuel bill by more than €2trillion by 2030; EE measures are indispensible to cut GHG emissions: about 76% of CO2 emmissions reductions in the EU are to be achieved through Energy Efficiency measures & globally about 50% (IEA graph below)

European Commission’s post-2020 MFF proposal
European Commission recently proposed a post 2020 EU budget of EUR 1,279 billion in commitments over the period , equivalent to 1.114% of EU-27 gross national income, which is an increase from 1.03% of the current budget; Commission’s proposal suggests that all programmes funded by the EU take into account climate change, with a target of 25% of EU expenditure contributing to climate objectives; The 5% increase compared to the current climate spending results in a total of €320 billion for climate action during the entire period, however: European Parliament proposal to increase the EU budget to 1.3 % instead to 1.114% of EU gross national income is more adequate to address Europe future challenges. To meet the Paris Agreement objectives, at least 30% of the EU budget needs to be dedicated to the climate action, as suggested by the European Parliament, and the budget should exclude investments in energy supply infrastructure that fails to pass the “energy efficiency first” principle.

CONCLUSION: ENERGY EFFICIENCY FIRST
Decarbonization of EU economy is a unique opportunity to achieve economic, social and environmental benefits of the entire EU Ambition in climate & energy targets must be top priority for the EU to achieve Paris Agreement goals: YES we need to increase GHG emission target (welcome the position of NL Minister of Economy to increase the GHG emission target from 40% to 55%) BUT higher emission targets need to come via cost-effective energy efficiency measure Energy Efficiency FIRST The most cost-effective way to achieve the EU carbon emission objectives is to strategically place the Energy Efficiency First principle at the centre of the EU energy system First we optimize consumption and reduce emissions through EE improvements in sectors (like buildings) with high potential and then, we assess alternative emission reduction strategies and investments CLIMATE-PROOF EU BUDGET Increase EU budget to 1,3% EU gross national income At least 30% EU budget expenditure dedicated to climate to meet Paris Agreement Objectives NO EU investments in fossil fuel infrastructure
