2
Scope feasibility study
The feasibility study On request of the Solar Keymark network group: Feasibility study: broadening the scope of Solar Keymark in direction of solar thermal systems and systems with solar contribution. Extend Scope feasibility study
3
Resulting proposal A new approach to system certification:
A new certification approach No system certification No surveillance at supplier, less administrative burden and more flexible But system quality declaration, based on certification of the tool and the components, combined by recognition A new method for performance determination Based on the new EPBD methods (CEN EN series) Inputs from the Solar Keymark component datasheets
4
Why a system certificate?
Potential market values: Uniform product specifications Product comparison, input for installation planners, trade service products like guaranteed results. Conditions for regulations E.g. member state EPBD and European ErP Support schemes E.g. subsidy schemes And indirect market values: Make the current SK scheme for custom built system succesfull Support for the current Solar Keymark schemes for components
5
Current Solar Keymark certification schemes - Type certificates -
Solar collector Component of a solar thermal system. Embedment market mechanisms: ++ Success: certificates issued Heat storage tank Component of a solar thermal system Embedment market mechanisms: + Success: - 1 certificates issued Solar control Embedment market mechanisms: - Success: - 1 certificates issued Factory made solar water heater Solar thermal system, but limited to solar water heaters Success: certificates issued Custom built solar thermal system Solar Thermal system, but not yet fully implemented Embedment market mechanisms: +/- Success: -- 0 certificates issued
6
New approach - the certification -
No more system certification, but Declaration of quality, stating: System composed of SK certified components Assembly in accordance with EN Performance in accordance with EN , using a SK certified calculation tool Issues by a SK recognized company Faster, easier, more flexible and cheaper, fitted to a system market, that typically: Less duplicates in a series than for component production Shorter lifespan and design time than for component production Market values can be maintained by a declaration
7
New approach - the method -
General requirements according to EN Performance according to EN but, with one preferred method based on the new EPBD standards Starting with the open source SolTherm simulation model (6C14_1_Other_model ) and complete the full implementation of the method Future developments: From solar thermal systems to systems with solar contribution The EPBD framework facilitates this From applications in buildings to large systems (e.g. heat distribution)
8
Industry position
9
Work in progress Project participants representing industry:
Solair systems (Teun Bokhoven) Good proposal, especially when offered through web platform ESTIF (Pedro Dias) Participants from the workgroup: Oscar Mogro (BDR Thermea) Awaiting the validation against DST testing The requirements for SK on tank and controller is a major problem Christian Stadler Several informal talks with industry representatives Alexander Werner (BDH) To much extra work and costs: no explicit support Robbert van Diemen (HR solar) Good proposal, assuming low costs and other burdens
10
Evaluation Doubts on costs versus benefits
To be expected Benefits are not yet manifest and fear of high costs Costs should be significantly lower then full system certification (current situation) Proposal should be seen as an improvement (at the least) Challenge: get companies interested to issue declarations This is a main challenge to introduce the new approach for a competitive price level! Requirements on Solar Keymark for tank and control Requirement for control can be skipped with little consequences Requirement for tank is complex: The data from the datasheet is needed The current tests for the ErP tank label are not suitable (accuracy!)
11
Plan of actions
12
Actions Revision of scheme rules for custom built systems
Fully implement for water, space and combi heaters Allow for SolTherm (exclusively?) Workgroup to manage Solar Keymark software tools Scheme rules for Soltherm, ScenoCalc and future tools Base financing from SCF Draft requirements for recognition addressing companies issuing declaration E.g. first phase be active member of software management group Next phase link to formal CEN standard Revision of standards involved EN , EN and EN
13
Actions and more Supporting tasks:
Extend the method to systems with solar contribution Open the method through web platform Work on embedment in market mechanisms Move towards applications outside the built environment
