SEIS is about… 1. Shared (cooperation)
Political commitment (legislative/non-legislative) Partnership (win-win) Networking (connecting) 2. Environmental Information (shared content) Horizontal integration (thematic) Vertical integration (local to global) Online access (near real time) For policy makers and public (multi-purpose) 3. System (technology) Existing ICT Infrastructure Inspire, Reportnet, GMES,... New e-Services (e-Government) We see three pillars of both Eionet and SEIS which are necessary for any networking activity: Organisation – cooperation Common content Infrastructure and tools 5

What benefits will SEIS bring to EU?
Increased flexibility and greater use of data More efficient trans boundary & regional-level analyses Simplification and efficiency Streamlining of data flows Reduction in administrative burden and costs Better regulation, better policy More consistent and integrated input from Member States Empowering citizens Widespread availability of information Promoting Europe globally Better profile for European approach in various global fora Boosting innovation and intelligent e-Services eEurope, eGovernment, eEnvironment 9
10
Expected SEIS benefits for ENP regions
Increased data consistency and comparability across regions & sectors Simplification and stronger partnership at national level Streamline and coordinate the existing national and regional SEIS developments Increased trust and cooperation at regional and international levels Facilitate data exchange and data sharing for multiple use Facilitate regional analysis and legal compliance 10

SEIS supporting legal compliance to LRTAP Convention
An example of SEIS principles - data is reported once and then is used many times by different stakeholders: UNECE, EEA, countries, research community etc. Disseminated Data request Annual national activities Raw data Emissions Reported to CDR Compilation Calculations Models 18
19
Data dissemination One data submission by countries → many users
Data from countries reported on Centre Data Repository is: accepted as an official delivery by UNECE; used by UNECE/EEA in an annual data quality review used to check progress against commitments under the Convention made available in online dataviewers and maps by LRTAP and EEA for researchers, students, members of the public etc used in indicators, reports, country bench-marking etc by international organisations and by countries themselves in national assessments 19

Expected outcomes Long term:
Improved assessment of the quality of the environment at regional level by using Common tools and methodologies stronger institutional partnership at national level; Trained experts in all SEIS components (from data to assessments and communication) Improved regional cooperation and partnership with regional and international bodies Short term: clear baseline of existing situation as basis for improved national and regional reporting 23 23
23
Key challenges Identify relevant partners in the recipient countries
Connect with the statistical networks Access to data and information Willingness to cooperate and share information at national and regional levels Language National support / absorption capacity during implementation Keep focus and avoid duplications by streamlining initiatives Political stability in the ENP regions and sub-regions 24 24
