5 Regular Absentee Ballots
Application ED-3: All applicants FPCA: Military and dependents in U.S. or overseas, other electors overseas Envelopes: Serial # envelope: ED-8 or ED-11 Inner Envelope: Ed-9 Available April 5, 2016 (21 days before PPP)

6 45 day Blank ballot Application: ED-3 or FPCA
Eligibility: Electors living temporarily overseas and all servicemen, spouses and dependentswhether living within or outside U.S. Envelopes: Inner Envelope:ED-9 Serial #Envelope: ED-11

7 45 day Blank ballot Also includes: Instructions: ED-15
Complete list of Candidates Elector must write in office and Candidate's name.

8 eLECTRONIC bALLOTS Allowed by federal law known as the Military and Overseas Voter Empowerment Act, Pub. L. No AKA: The ‘MOVE’ Act Available to military and all overseas voters.

15 FPCA- Federal Post Card Applications- used to apply for an absentee ballot and/or to register to vote Town Clerk verifies if applicant is a registered voter. If so, sends a full ballot no matter what they have selected on the FPCA. If not an elector, it becomes an overseas ballot. And added to the overseas count. Use the FPCA to register voter, if one of the boxes on the first three lines is checked off.

Person has applied for an absentee ballot but is concerned it won’t arrive I time to be counted Only valid if mailed from outside U.S. or from an APO/FPO address Only federal office are counted FPCA is counted as an overseas if ED-3 is on file and regular ballot is not returned in time.

19 provisional ballots Issued for Federal Offices only
Issued if voter is not on checklist; to a voters who needs HAVA ID (* next to name on list); or challenged voter Uses same ballot as Overseas ballot (Get them form Town Clerk) ED-250 envelope is used as application Receipt (ED-513M) is given to voter (found in moderator’s handbook) Not counted Election night. Registrars research issues and decide whether it should be counted

20 Challenge ballots Challenges may be made on the following grounds: lack of bonafide address, disenfranchisement due to the conviction of a felony, or identity Only counted if court ordered Regular ballot is used Forms are found in Moderators Handbook pg 81 & 82 Sealed in a serial numbered envelope Returned to Town Clerk with moderator's materials Town clerk holds ballot until it may be destroyed.
