2. BRIEF BACKGROUND OF MAKERERE UNIVERSITY
Established in 1922 as a humble technical school, Makerere University is one of the oldest and most prestigious English Universities in Africa. In January of that year, the school, which was later renamed Uganda Technical College, opened its doors to 14 day students who began studying Carpentry, Building and Mechanics.
The College soon began offering various other courses in Medical Care, Agriculture , Veterinary Sciences and Teacher Training. It expanded over the years to become a Center for Higher Education in East Africa in In 1937, the College started developing into an institution of higher education, offering post-school certificate courses.
In 1949, it became a University College affiliated to the University College of London, offering courses leading to the general degrees of its then mother institution.
With the establishment of the University of East Africa in June 29, 1963, the special relationship with the University of London came to a close and degrees of the University of East Africa were instituted. On July 1, 1970, Makerere became an independent national university of the Republic of Uganda, offering and post graduate courses leading to its own awards. Makerere University offers not only day but also evening and external study programs to a student body of about 35,000 undergraduates and 3,000 postgraduates (both Ugandan and foreign). It is also a very active center for research.

4. THE CONDUCIVE LEARNING ENVIROMENT
At the centre of the University is the Library system comprising of the Main Library, which is situated at Makerere University Main Campus. It was constructed in 1959 with a total area of 4,000 square metres and was extended in 1962, 1972 and The extensions increased the area to 12,000 square metres with a seating capacity of over 2,800. The Main Library currently has nine sections namely: Technical Services, Periodicals/Serials, Reference and Circulation (including the Law collection and IDA/Basic textbook Reserve collection), Africana Section, Information and Communication Technology (ICT), Microfilming and Digitisation, Book Bank and Bindery.

11. INSECURITY WITHIN AND AROUND THE UNIVERSITY.
Many students and the university staff encounter a big challenge of theft in which they lose their property, most especially laptops, phones and others.
A man was nabbed while trying to steal from one of the parked vehicles from the Arts parking yard.
Two men were caught while trying to sneak into the Nsibirwa students’ hall of residence for the males with in the university.
A man got while trying to rob a laptop in the evening hours from a female student who was from her evening classes around the Arts faculty.
