1 Evolution of WAHIS and its interface WAHID
Alessandro Ripani Animal Health Information Department OIE Animal Health Information Department

2 OIE HISTORICAL OBJECTIVE
INTRODUCTION OIE HISTORICAL OBJECTIVE To ensure transparency in the global animal disease situation in order to improve animal health worldwide

3 World Animal Health Information System (WAHIS).
WAHIS online application World Animal Health Information System (WAHIS). An access (login, password) is given to each Delegate, who has the possibility to create an access to his/her nominee (s). The system uses maps of first administrative divisions and geo-coordinates for outbreak location(s)

4 OBJECTIVES OF THE SYSTEM
Immediate notifications and Follows-up OIE’s early warning system Regular information by six-monthly and annual reports OIE’s monitoring system

5 TYPES OF REPORTS Immediate notification of disease, infection or unusual epidemiological events Weekly reports: Follow-up to the immediate notification Final report : - if the outbreaks have ended - if the situation becomes endemic Six-monthly report Annual report

6 OIE’s early warning system
Immediate notification within 24 hours Follow-up report weekly report Follow-up to the immediate notification to inform on changes in the epidemiological situation Final report

7 OIE’s early warning system
Results since the launch of the new notification system (only for immediate notifications):

8 OIE’s early warning system
Results since the launch of the new notification system (Immediate notifications and follow-up):

9 OIE’s monitoring system
Six-monthly report on the absence or presence of listed diseases Part 1: Qualitative information disease occurrence; control, prophylaxis and prevention measures; indication of the type of template to use to notify diseases or infections/infestations present in the country (=> part 2).

10 OIE’s monitoring system
Six-monthly report on the absence or presence of listed diseases Part 2: Quantitative information Template 1: By first administrative division and by month; Template 2: For the whole country by month; Template 3: By first administrative division for the six months period; Template 4: For the whole country for the six-months period.

11 OIE’s monitoring system
Annual report The sum of information present into six-monthly report and: Non OIE-listed diseases; Vet. Services’ staff; National Reference Laboratories*; Livestock census (by first administrative division*); Zoonoses (human cases); Production of vaccines*.

12 Need improvements in WAHIS
OIE is aware of the sensitivity of WAHIS data and possible consequences for trade but this should not limit transparency To obtain a clearer understanding of the disease situation in both domestic and wild animals and at the same time avoid unjustified trade barriers.

13 New functionalities To generate in the database two separate six-monthly reports (one for terrestrial and one for aquatic animals: reason better management: send information that is available without blocking the process); Improvement of the management of periodicity of reporting diseases within the six-monthly period (for an ongoing six-month period: send monthly information, that could be validated and made public, complete the rest of the report at the end of the period); Differentiated registration and display for the occurrence code between domestic animals and wild animals;

14 New functionalities For wildlife the system will offer a short list of known susceptible species in order to report the correct host animal: - by scientific name (Latin name); - by common name (in English, French and Spanish). The system will allow the possibility to add in a box of free text another family (if it is not in the list) or another species (if it is not in the list), indicating the Latin name and common name; There will be a different section in the OIE web site to show data about non-OIE listed disease in wildlife.

15 New functionalities (1)
Two separate six-monthly reports one for one for Terrestrial animals Aquatic animals The OIE will receive from a given year 4 six-monthly reports (2 for terrestrial animals and 2 for aquatic animals)

16 New functionalities (2)
Management of periodicity of reporting 1 Select diseases to notify on monthly basis Ongoing six-monthly report 2 Terrestrial aquatic 3 Disease A - by administrative division - for whole country - serotype At the end of the six-months complete six-monthly report for all diseases 5 4 Disease A □ Jan □ Feb □ Mar

17 New functionalities (3)
Occurrence code between domestic animals and wild animals Each country has to indicate the occurrence code for each disease on OIE list during the reporting period by category of domestic species and wild species Codes indicating disease presence in Domestic Species and / or in Wild Species + Positive occurrence of the disease +() Positive occurrence of the disease limited to one or more zones of the country Codes indicating the presence of the infection/infestation in Domestic Species and / or in Wild Species +? Identification of the presence of infection/infestation Codes indicating disease absence in domestic Species and / or Wild Species - Negative occurrence of the disease

18 Occurrence code between domestic animals and wild animals
New functionalities (3) Occurrence code between domestic animals and wild animals Other codes in Domestic and/or in Wild Species ? Presence of the disease suspected but not confirmed … No information available 0000 Disease never reported For Disease never reported (in both Domestic Species and Wild Species): It is not accepted to notify the disease as never reported if it was already reported in domestic species or wild animals and vice versa. Enter this occurrence code in both categories of species.

21 New functionalities (3)

22 To take out from the list « wild species »
New functionalities (4 e 5) Current WAHIS To create 2 categories To take out from the list « wild species » domestic animals wild animals

23 the OIE staff will verify it and after validation, introduce it into
New functionalities (4 and 5) For wild species category the system will offer a short list of known susceptible species Family name Latin nane Common name The short list of known susceptible species will be related to: disease; disease regional distribution (for some diseases). When a user adds a new name the OIE staff will verify it and after validation, introduce it into the database

24 Wildlife questionnaire
The process of improving the system for wildlife has started in 2008 through the new questionnaire in Excel file that has been redesigned to take into account further new improvements and start the integration between WAHIS and data previously collected in the old questionnaire. It was a good opportunity for focal points for wildlife disease notification to know about the ongoing changes to prepare countries to collect needed requested data in the future. This questionnaire was organised to collect annual data one a year but divided into six-months period to be in-line with the actual six-monthly reporting procedure: - qualitative data and - quantitative data (by month or six-month and by first administrative division or for the entire country)

25 Animals Diseases Notification
WAHIS - Web application National access DELEGATE WAHIS – Web application National access Terrestrial focal point Aquatic focal point (Nominated by the Delegate) WAHIS – Wild web application National access (Annual wildlife report) for Wildlife focal point nominated by the Delegate WAHIS Six-monthly report Annual report OIE listed diseases Non OIE listed diseases

26 Wild Animals Diseases Notification – focal point
Annual reporting of data for wildlife animals WAHIS - wild Annual wildlife report OIE listed diseases Non OIE listed wildlife diseases Web pages to display information on wildlife disease that are not OIE listed diseases

27 will not be used next year
Wild Animals Diseases Notification – focal point The questionnaire on wildlife diseases will not be used next year because the information will be entered by the “Wild animal disease Notification” focal point into WAHIS

28 Focal Point on wildlife
To ensure the optimal collection and submission of information on wildlife, Members were requested to nominate a National Focal Point to assist the OIE Delegate and act as a direct contact point with the OIE Animal Heath Information Department. Focal point for animal disease notification Focal point for aquatic animal Focal point for wild animal disease
