These maps are essential in selling wind potential to key stakeholders, specifically state legislators, and other key state government stakeholders. ROS leverage RO WPA funds, state and private sector funds to develop maps. In many states, NREL will take sole lead and pay with internal funds. In other states, ROs take more of a lead. 1987 2000
