This chapter gives more detail on USPAP Step 2: Scope of the work
Appraisers must recognize that scope can change during the assignment. E.g., the client asks for an appraisal of a single family house. But the appraiser discovers that the zoning has changed to commercial, so the house should be torn down so a commercial building can be constructed. Legal liability leads the Appraisal book to conclude that acceptable scope “meets or exceeds the expectations for similar assignments …” Chapter 8
