LGAAA Changes Noel Reardon Auckland Regional Council

2 LGAAA 2004: Purpose To require the Auckland Local Authorities to change the policy statement and plans prepared under the RMA 1991 to integrate the land transport and land use provisions and make those provisions consistent with the ARGS.

3 LGAAA: The changes Give effect, in an integrated manner to the growth concept in the ARGS. Contribute to matters set out in Schedule 5. Must not extend the MuL unless ARC agrees.

4 Process Working group established to develop draft changes to RPS and guide DP changes. RPS overarching planning document in the region. Intention has been to provide greater direction and certainty.

5 Process issues. Time frames have tailored the process.
Elections in the middle of process. Consultation has been a challenge. MfE co-ord central govt input.

6 Extent of Changes Mandatory requirements
Change to the RPS objectives and policies. Changes to 7 DP objectives and policies. Variability in DP changes Minor changes- DP already address the issues.

7 Extent of Changes Optional Changes.
WCC is proposing changes to town centre zonings. WCC also requesting a move to the MuL. At one stage there were 6-7 town centre rezonings and 5-7 Mul shifts under consideration.

8 Hearings Process Required to jointly appoint one hearings panel.
Must hear any and all submissions. Hearings panel makes recommendations. Each Council retains final decision. Question of independent commissioners vs Councillors.
