If your entitlements are expiring, there are other airports that are in need of the funds. Reasons of expiring funds: Project not ready to go due to any number of reasons Lack of local matching No immediate need for funding

7 Why transfer? Funds stay in the local community or state (multiplier effect) Could mean the difference of fully funding and proceeding with a project for a sister airport When funding is short, a transfer may allow another airport to keep important items from being removed from projects (scope reduction)

8 Why transfer? According to the November 2015 Report to Congress, Evaluating the Formulation of the National Plan of Integrated Airport Systems, the needs identified in the NPIAS consistently exceed the actual amounts of available AIP funding. If you don’t use it, you could lose it. With millions left on the table, it has resulted in less State apportionment funds for the next FY.
