4 What is Personnel Accountability
FM 1-0: Personnel Accountability is the by-name management of the location and duty status of every person assigned or attached to a unit. Soldiers Reportable Army Civilians Contractors Authorized to Accompany the Force (CAAF) Joint, Interagency, Intergovernmental, and Multinational personnel (JIIM) when directed Effective Personnel Accountability depends on timely, accurate, and complete personnel data/information entered correctly and updated as promptly as possible. Show Slide : Personnel Accountability Personnel Accountability is the by-name management of the location and duty status of every person assigned or attached to a unit. It includes tracking the movement of personnel as they arrive at, and depart from, a unit for duty. The Army's personnel accountability system is designed to account for: Soldiers Reportable Army civilians Contractors Authorized to Accompany the Force (CAAF) Joint, interagency, intergovernmental, and multinational personnel when directed Personnel accountability is one of the most important functions a battalion or brigade S-1 performs on a continuing basis regardless of location or environment. Data accuracy is critical to the personnel accountability process. Promptly entering personnel accountability changes allows HR leaders at all levels to have timely and accurate personnel accountability data and enables S-1s to balance MOSs within brigades, battalions, and companies. Personnel accountability is the key factor used for conducting strength reporting. NOTE: Ask the students how PASR can effect the commander’s decisions and the unit’s mission. Encourage students to share real-world experiences that will help clarify these definitions. Ensure students fully understand the mission. N I P R N E T S I P R N E T Human Resources Sustainment Center ASCC G-1/AG Corps G-1/AG Theater Gateway Personnel Accountability Team Show Slide : Personnel Accountability Process Personnel accountability includes the by-name recording of specific data on arrivals and departures from units (e.g., unit of assignment, location), duty status changes or grade changes, Assignment Eligibility and Availability (AEA) codes, and MOS/specialty codes, etc. As mentioned earlier, Battalion and brigade S-1 Personnel Readiness sections are at the “tip of the spear” for Army-wide personnel accountability execution and require a team of HR professionals who are competent with automated HR systems and understand the personnel accountability process. S-1 section leaders need to ensure their Soldiers are trained to work in a deployed or austere environment. This slide depicts the personnel accountability process and the PA flow for data and individuals. Note that at Division-level and above, HR Personnel Accountability shifts from “reporting” to “monitoring.” Additionally, the HRSC has the overall responsibility for DTAS management that we will be discussing later in greater detail. There are several HR enabling systems that assist Brigade S-1s in performing accurate and timely personnel accountability, if the systems are used properly. The critical enabling systems for personnel accountability include: (1) Electronic Military Personnel Office (eMILPO) SIDPERS (ARNG) RLAS (AR) Tactical Personnel System (TPS) Deployed Theater Accountability Software (DTAS)

7 Integrated Personnel and Pay System-Army (IPPS-A)
The Integrated Personnel and Pay System – Army (IPPS-A) is an online Human Resources (HR) system that will provide integrated personnel, pay and talent management capabilities in a single system to all Army Components for the first time ever. It will provide three essential capabilities to the Army: Total Force Visibility Talent Management Auditability IPPS-A will deliver visibility over the entire force and maximize the potential of the Army’s greatest asset, the Soldier, to enhance Army readiness. It will improve access, timeliness and accuracy (auditability) of personnel and pay information for the Total Army – integrating more than 30 current systems; eliminating more than 300 interfaces; ensuring secure, consistent processes and data; and meeting required standards. For example, personnel accountability is conducted at the S-1 level and monitored at division and above levels. Commanders and HR leaders should use this Field Manual (FM) and the AUTL as a reference tool for developing general mission essential task lists, core capabilities mission essential tasks, operational orders, and SOPs.

Real-time Soldier personnel data, strength, duty status, and medical readiness information Reports include Human Resource Authorization Report (HRAR), AAA-162, Personnel Asset Visibility Report (PAVR), and non-deployable deployment tracking Units Arrive, Depart, slot, and track duty status for Soldiers within the unit Provides visibility of location, status and skills of Soldiers down to company level…vital in determining unit’s warfighting capability The Army’s personnel accountability system of record…including mobilized USAR and ARNG Active and mobilized RC units must maintain in garrison and while deployed Show Slide : eMILPO The Army’s personnel accountability system of record is the Electronic Military Personnel Office or eMILPO. It is an unclassified web-based application that provides the Army with a reliable, timely, and efficient mechanism for managing strength accountability and performing personnel actions. This system provides visibility of location, status, and skills of Soldiers both from a high level (top of the system) and a unit level (bottom of the system). This visibility is vital in determining the war fighting capability of the Army and subordinate commands. The active component is responsible for maintaining the eMILPO data in peacetime and while deployed. During mobilization, U.S. Army Reserve and National Guard personnel are also entered into eMILPO for accountability purposes. Reserve component units are responsible for maintaining eMILPO data throughout their mobilization. NOTE: Discuss challenges for RC units in maintaining system (training, access, etc.)

12 Reporting PA Duty Status Changes
Any time the duty status of a Soldier changes to meet the definition of another duty status, an eMILPO transaction is necessary, unless exempted below. All duty status changes must be supported by authorizing documentation for example, DA Form 31, DD Form 1610, and DA 4187. Duty status changes for departure on and return from leave are optional. Duty status changes for departure on and return from TDY for periods of less than 30 days are optional if TDY is required in performance of normal duties. Duty status changes are required for other periods of TDY. Unauthorized absences for periods of less than 24 hours will not be reported in eMILPO. A DA Form 4187 will be prepared to support absences, unauthorized absences in excess of 24 hours, and return to duty. The exceptions are leave and TDY, which are supported by DA and TDY orders, respectively. The duty status changes for attached Soldiers will be reported in eMILPO by the parent unit. The unit of attachment will prepare and forward a DA 4187 to Soldier’s parent unit to document eMILPO transaction. AR , para 2-2 & 2-7

Personnel Accounting capability of eMILPO and outlines the functional areas available to support personnel accounting. The functional category of Personnel Accounting offers the following areas within eMILPO: (1) Arrival (Soldier Arrival, OCONUS Arrival, Arrival Date Correction, Mass Arrival, and Revoke Arrival) (2) Attachment (Attach Soldier (including Release from Attachment) and Mass Attachment) (3) Slotting (Slotting – Authorized Documents and Slotting – No Authorized Documents) (4) Duty Status (5) Soldier Patient History (6) Assignment History (Assignment/Duty History and Tour Credits (7) Reserve Component Accounting (Soldier Mobilization, Soldier Demobilization, Unit Mobilization, Unit Demobilization and Attach RC Soldiers/Operational Support (ADOS)) (8) DFR/DFS (Drop from Rolls or Strength, Return from DFR/DFS, and Revoke DFR/DFS) (9) Transition/Loss (Soldier Transition/Loss to the Army and Mass Transition) (10) PCS Departure (Departure, PCS Departures, and Revoke Departure) (11) RA Strength (Recall Retiree, Sanctuary/UCMJ, and Enlistment Into RA) (12) Casualty Affairs NOTE: Inform the students that the arrows point to the functions within Personnel Accounting that are used more frequently and will be covered during this lesson. 15 Soldier Arrival – Soldier Selection

Have student click “Arrival” to submit an arrival transaction. b. Arrival – An arrival transaction is used to report the arrival of an individual or group of individuals. The transaction is also used to report individuals who were previously attached. This transaction also adds one to the Present For Duty (PDY) status in the applicable MPC. This includes the Mass Arrival Transaction. The “Arrival” options consist of Soldier Arrival, OCONUS Arrival, Arrival Date Correction, Mass Arrival, and Revoke Arrival. eMILPO supports the sign-of-life concept in that, if a Soldier arrives on site, the system can arrive the Soldier without requiring the Soldier to be properly departed from the losing unit. (2) In the Mass Arrival process, the system will notify you that Soldiers must be properly departed in the system prior to processing a mass arrival. c. Search Criteria – To submit an arrival transaction, the user must select one of the following: SSN Gaining UIC Rpt Date (yyyymmdd) NOTE: In Search Criteria, inform student to select SSN and type in the SSN 9_ _4364_ _ (First set of _ _ is CL# and second set of _ _ is SN#). Select add to the Selected Criteria and click “search”. Students should be doing an arrival transaction on SSG Tammy Branson. NOTE: Inform the students to check the Select/Deselect box and click “OK”.

Once the transaction has been submitted the user will see the Soldier Arrival Summary that shows the Soldier has been added. This can be verified by reviewing the AAA-162 – Alpha Roster of the gaining unit. NOTE: Once the transaction has been submitted have students click “Close” to return to the eMILPO Main Menu.

Attachments – The Attach Soldier action allows you to attach one or more Soldiers to a unit. You have the option to further attach the Soldiers without terminating the previous attachments. While the selected Soldier is stationed at the second attached unit, both units of attachment as well as the Soldier’s parent unit will have access to the Soldier’s record. If the selected Soldier is already attached to a unit, the system will prompt you at the second unit to determine whether the first attachment should be terminated. To initiate the process adding or releasing an attachment for a Soldier, you must first build a Soldier list. g. Search Criteria – To submit an arrival transaction, the user must select one of the following: (1) SSN (2) Gaining UIC Rpt Date (yyyymmdd) NOTE: In Search Criteria, inform student to select SSN and type in the SSN 9_ _4364_ _ (First set of _ is CL# and second set of _ _ is SN#). Select add to the Selected Criteria and click “search”. Students should be doing an arrival transaction on SSG Tammy Branson. NOTE: Inform the students to check the Select/Deselect box and click “OK”. At the next screen have student place a check in the “Add Attachment” box and click “submit”.

The PCS Departures—Soldier Data page allows you to process the departure of a Soldier from one installation to another. The system displays the selected Soldier’s Rank, Name, SSN, and UIC as read-only. The system also displays the Soldier’s standing on the Soldier list and the total number of Soldiers from the list.

Departure – A departure transaction is used to report the physical departure of a Soldier from their unit of assignment (based on orders). To initiate the process of adding departure data for a Soldier, you must first build a Soldier list. (2) The PCS Departures allows you to process the departure of a soldier from one installation to another. k. 30 Check on Learning Q: What effect does a Departure transaction have on unit strength? A: It is a loss to the unit's assigned strength. Q: What effect does an Arrival transaction have on unit strength? A: It is a gain to the unit’s assigned strength. Q: What effect does a Duty Status Change transaction have on unit strength? A: The Duty Status Change transaction has a dual effect. Each transaction is counted as a gain and a loss within the applicable duty status and it also provides the current duty status of the Soldier (i.e. PDY, TRA, hospital, leave, confined, AWOL. SHOW SLIDE: (Soldier Deployment Tracking) a. The Soldier Deployment Tracking function allows you to track Soldiers who are non-deployable. Soldier Deployment Tracking allows you to add, update, and remove non-deployable data for a Soldier. Soldier Deployment Tracking Processes, illustrates the processes in the functional category of Soldier Deployment Tracking. b. Soldier’s non-deployable data meets the following criteria: The Soldier does not have an open PERSTEMPO event and the Non-Deployable Status is DEP – DEPLOYED or the Non-Deployable Status is NAT - NON-DEPLOYABLE-TEMP and the Non-Deployable Reason is DP (DEPLOYED). NOTE: The system closes the existing open PERSTEMPO event first, creates a new open PERSTEMPO event, and sends Transaction 4455 when the Soldier’s non-deployable data meet the following criteria and the Soldier has an open PERSTEMPO event: The Non-Deployability Status is DEP - DEPLOYABLE or the Non-Deployability Status is NPT - NON-DEPLOYABLE-TEMP and the Non- Deployable Reason is DP (DEPLOYED). NOTE: The system closes any open PERSTEMPO event and sends Transaction 4455 to TAPDB when the Soldier’s non-deployable data is ended by a user and meets the following criteria: The Non-Deployability Status is DEP – DEPLOYABLE or the Non-Deployable Status is NDT - NON-DEPLOYABLE-TEMP and the Non-Deployable Reason is DP (DEPLOYED). 31

To add a record, check the “Add” Non-Deployable Record checkbox and click “Submit”. The system will display the Non-Deployable Indicator—Soldier Data page. What is Disaster Personnel Accountability (DPA)? The process of collecting, consolidating, and reporting the accounting of Army Total Force personnel and their Family members upon the occurrence of a natural or manmade disaster (e.g. hurricanes, active shooter events, and pandemics). Active Army Soldiers ARNG/ARNGUS Soldiers USAR Soldiers DA Civilians/Dual Status Technicians OCONUS DoD US Contractors * Note: DPA only applies to the DEERS enrolled Family Members of DA Civilian and Dual Status Technicians when they are eligible for evacuation entitlements in accordance with the Joint Travel Regulation. *DEERS enrolled Family Members Disaster Personnel Accountability or (DPA) is required for natural or manmade disasters. 43 ADPAAS Data Flow Here is a diagram of the connectivity of system of records to ADPAAS. Allow me walk you thru the data flow… ADPAAS obtains its baseline data from PARS (Personnel Accountability Reporting System) for Army & DoD sources, such as iTAPDB, DCPDS, and DEERS. 1 - The PARS data is updated by personnel contact info updates and validated by accountability managers and administrators (CORs) 2 – The PARS data and these updates combine to produce the ADPAAS baseline. 3 – Once accountability begins, status updates are applied to the baseline to produce the adjusted accountability status to be reported. 4 – Finally, the reconciled accounting data is then transmitted back to PARS.

44 History: Hurricane Katrina (2005)
Joint Staff directed all Services to account for affected personnel. Army relied upon a manual reporting process from the lowest level to HQDA which lasted several weeks. DOD AAR identified need to establish automated accountability reporting. DPA became a high-visibility issue particularly in 2005 with Hurricane Katrina. Joint Staff directed all services to account for affected personnel and it took HQDA several weeks to do this because of a manual process. During the AAR, it was suggested that an automated process be created. This was mandated by the Office of the Undersecretary of Defense for Personnel and Readiness through DoDi and CJCSM C. From that, the Army Disaster Personnel Accountability and Assessment System or ADPAAS was created.

45 Declaration Authority
DoD Directed President declares a national disaster Secretary of Defense directs DOD Components to conduct personnel accountability HQDA Directed SECARMY, DA G-3/5/7 or DA G-1, have the authority to mandate accountability dependent on a disaster’s proximity to military installations, potential loss of life, level of evacuation, or damage to Army equities An EXORD will be pushed out to all commands to initiate accountability Command Directed Commanders at any level can initiate an event if they feel their personnel are affected Must submit a DD Form 7766 (ADPAAS Event Request) for real world events or exercises There are different ways a disaster will require the use of ADPAAS. The President of the United States can declare a national level event. It will stream from the White House and FEMA, through the DoD and Joint Staff, to all the services. HQDA also has authority to designate a disaster to require accountability. Typical situations are disasters with proximity to military installations, potential loss of life, level of evacuation, or damage to Army equities. Finally, Commanders at any level an initiate an ADPAAS event if they feel their personnel are affected in a disaster area.

We’ll cover preparation more in depth on the next slide with responsibilities, but the concept is that units should always be preparing and refining their ADPAAS programs. Once an event is declared, a notification will be sent to affected personnel requiring them to account through either their .mil enterprise address or cell phone text messages as long as their ADPAAS profile has been updated to include their current cell phone numbers. Personnel must then account through different means, whether it be self accounting on the ADPAAS website, through their unit COR, through their mobile phones on a web browser, or by calling the ADPAAS hotline (listed in the ADPAAS website) Finally, personnel can report and request assistance as necessary through the ADPAAS hotline. The Army’s goal is to reach 100% accountability within 72 hours.

47 Responsibilities Commanders will –
Appoint a primary and Alternate COR (DA Form 7765) Establish procedures to ensure 100% accountability is achieved (via ADPAAS) within 72 hours Initiate an ADPAAS accountability event when a disaster impacts Army personnel (DA Form 7766) Request annual ADPAAS accountability exercises (DA Form 7766) Command Officer Representatives (COR) will – Maintain UIC hierarchy alignment in ADPAAS Maintain Personnel Assignment in ADPAAS Give ADPAAS COR training (train the trainer) Enforce validation or updates of contact data for assigned personnel Execute annual ADPAAS accountability exercises Soldiers and Civilians will – Routinely update contact information and Family member data ADPAAS is a commanders program and CDR’s will ensure compliance IAW AR Army Disaster Personnel Accountability and Assessment System. Commanders need to designate an ADPAAS COR (E5 or higher) who will execute the program. Command Officer Representatives or CORs maintain the ADPAAS program and will train personnel and subordinate CORs. CORs should be technical experts in ADPAAS and able to advise commanders on maintaining the CDRs Program. DA G1 ADPAAAS COR Training dates and locations are located on the ADPAAS website. It’s really important to emphasize to your Soldiers and Civilians that they keep their information updated.

49 What is ADPAAS? The Army’s web-based tool for initial accounting and ongoing support of the Army Family after a disaster event. Personnel do the following: Update Accounting Status Update Contact Information Update Location Update Family Information Request Assessment Survey SHOW SLIDE 5: What is adpaas. Based on this slide what are questions that this information assist with: How are you? Where are you How can we contact you? What are your needs? Ask for examples of when ADPAAS WAS USED IN THEIR PREVIOUS UNITS. Per AR , PARA 2-1: Army disaster personnel accountability and assessment system: the ADPAAS is the Army’s official tool for reporting the accountability status of Soldiers, family members, army civilians, and overseas defense contractors following a natural or manmade disaster event. It is an internet-based application for reporting, gathering, and processing real time personnel accountability and assessment information during times of emergency.

50 Who is Required to Report?
All ‘Army Family Members’ Sponsors- Employees or affiliates of the U.S. Army’ Includes contractors OCONUS Family Members- Dependents of employees or affiliates Civilian dependents, if receiving evacuation benefits. Policy All Army-affiliated personnel within an affected geographical area of disaster will personally account, with the appropriate authorities, for themselves and, may voluntarily provide information concerning, their Family members at the first practical opportunity following a disaster. Disaster Personnel Accountability (DPA) is a shared responsibility among the commander, supervisor, and the individual It is an inherent command and supervisory responsibility to determine and report the status and whereabouts of all assigned or attached personnel and their Family members. DPA applies to the following personnel within the Army’s Total Force: Active Army Soldiers and their Defense Enrollement Eligibility Reporting System (DEERS) enrolled Family members. Army National Guard and Army National Guard of the United States and their DEERS enrolled Family members. US Army Reserve dual status technicians and their DEERS enrolled Family members. DA Civilians (both appropriated and non-appropriated funds employees), including dual status technicians, and their Family members (when those Family members are eligible to receive evacuation entitlements in accordance with the Joint Travel Regulations. When the affected area is OCONUS, DPA also includes: Army sponsored and Department of Defense (DoD) affiliated U.S. contractors and their affected Family members. Any personnel in the above Categories on temporary duty (TDY) status, on leave, or temporarily located in an affected area and are separating Army with remaining obliges service. DPA is not applicable to the following: Army retirees and their Family members Continental United States (CONUS) based, Army sponsored contractors and DoD contractors supporting the Army. Members of the Individual Ready Reserves and their Family members. Foreign nationals working for the DoD or the Army. Army Disaster Personnel Accountability and Assessment system (ADPAAS ) is not intended to manage accountability of forces deployed in support of routine, daily muster, rescue, recovery, or contingency operations.

51 ADPAAS Terms Event- A natural or man-made disaster, terrorist attack or any other event large or small, where the Army has made a decision to conduct accountability GAOC- Geographical Area of Coverage. The area where the event occurred. Also known as ‘the affected’ area. Affected- Any Army Family Members that lives, works, or are temporarily in the area where the event occurred Accounted for- Physically present; contacted or made contact with; in an official status (unauthorized absence, desertion, deceased, or missing); or the sponsor indicates their Family Members are accounted for or accountability is verified through other means. SHOW SLIDE 7: Ask students to provide examples of an event.

52 The Accountability Process
Three ways to account for yourself and Family: 1st- Contact your Command/ Organization 2nd- Logon to ADPAAS 3rd- Individual calls a centralized contact center In ADPAAS, there is a three-step process: Step 1: Self account & verify contact info Step 2: Needs assessment survey (If Required) Step 3: Submit needs survey SHOW SLIDE 8: Per AR , Para 2-3 (Execution) b. Units will initiate DPA using the following standards for determining accountability status. In all cases and whatever method is used, the individual’s status must be capable of being entered into the ADPAAS. Army personnel are considered accounted for when any of the following occur: The individual is physical present. If ADPAAS is used, the individual self accounts in ADPAAS. The individual calls a centralized contact center established by the Army or his/her chain-of command. If the, the individual is an official status of unauthorized absence, desertion, deceased, or missing, the unit has the responsibility to officially verify and annotate his/ her status in ADPAAS. Detailed instructions on this process are identified in the ADPAAS user guide. The individual is identified as a casualty and reported to the local Casualty Assistance Center who will account for, report, and document all casualties. Family members are consider accounted for when they use one of the above accounting methods or their sponsor verifies that his or her Family members are accounted for.

53 Army Disaster Personnel Accountability Assessment Process
AR , Para 3-2: The accounting phase is used to conduct DPA and reporting. After a natural or manmade disaster occurs and an alert notification and/ or message has been received from higher headquarters directing DPA, DPAPMs and/ or CORs will initiate their local alert notification process; initiate DPA and outreach plans; execute DPA until 100% complete; implement evacuation or mass casualty response plans, if required; and coordinate for Family assistance, if needed. If directed by the Chairman of the Joint Chiefs of Staff or Army senior leadership, the DCS, G-1, in coordination with the DCS, G-3/5/7, will notify commands via DA EXORD to initiate Army level DPA reporting using the ADPAAS. The ADPAPM will establish an ADPAAS event and coordinate release of a DA EXORD to affected commands to initiate DPA reporting through the ADPAAS. Commands can also request an internal ADPAAS event to meet their DPA needs by submitting a DA Form 7766 through their ACOM, ASCC, and/or DRU G-1 and to the ADPAPM for immediate processing. Commanders DPAPMs and CORs will review the affected baseline population in ADPAAS and direct commencement of DPA. Army personnel and their Family members will self account using methods outlined in paragraph 1-13l and update contact information in ADPAAS if evacuated or displaced. Family members may submit a DA Form 7767 through the ADPAAS assessment module. IMCOM will review these surveys, assign CMs, and monitor needs resolutions.
