Mechanism for co-operation between the state and municipalities Now being negotiated and revised for The Government´s Traffic Policy Report 2012 Urban regions Helsinki, Turku, Tampere - special focus general principles for co-funding Commuter train projects 50% governmental funding Metro and tram 30% governmental funding A prequisite is that the governmental bodies and the municipalities have agreed on a joint program for regional development of Landuse-Housing-Traffic (LHT-plan) General Intention Agreement between governmental bodies and Regions based on LHT-plan Landuse spatial allocation and dimensioning Specific urban rail projects included Co-funding state / municipalities reviewed (projects with regional importance) Impact evaluation (costs / benefits by project) Specific Intention Agreement by Project Project by project (eg. The Tampere Light Rail) Funding released in practice at least for the start

Tampere (8 municipalities) Light Rail included in LHT Land use to be intensified along route, Specific agreement on realisation based on max costs 250 milj.€ (rolling stock not included) Detailed land use allocation Final decision in 2016 Helsinki Metropolitan Region (14 municipalities) Commuter Rail Loop ranked as a high-priority project. Realisation period (750 milj.€ total) ……. The project now on hold!! Metro and Light Rail (30 % state funding), no project specific agreements in place for the time being Rail projects listed in the Helsinki Region Transport System Plan HLJ 2015 Turku (16 municipalities) Light Rail (30% state funding). No specific agreements in place. Land use development along the corridors to be intensified Planning continues
