Background First ever attempt at conducting a census dates back to 1979 Operation had to be aborted subsequently to due to Soviet invasion Census planned in August 2008 but postponed by the Cabinet of Ministers’ decision mainly due to the insecurity. Afghanistan has suffered from a long period of unrest—war, civil strife, etc. Lack of available population data for evidence-based planning, programme development and project monitoring

Background Meeting of the Government (National Census Committee) on 10 July 2011: Non-approval of the conduct of provincial census Census should be carried out only when security situation improves Alternative option – Central Statistics Organization to carry out the following: Extensive Listing of Establishments, Institutions and Houses, and Socio-Demographic and Economic Survey (SDES) with Household Listing

SDES - Methodology Listing of Establishments, Institutions, and Houses and preparation of sketch map prior to the survey The SDES covers 50% of the total households in each village For the remaining 50%, household members are asked on their ages and sex through a simultaneous Household Listing

Extensive Listing Identification of establishments, institutions, and housing units and marking their locations on the maps with GPS coordinates To be used also as inputs for the preparation of district level emergency preparedness and response plan under UNFPA Humanitarian Programme

SDES - Indicators Age, sex, migration, education, literacy, functional difficulty, employment, fertility, mortality, and housing characteristics (same indicators as the indicators for the census) Total population by age and sex for each village will be generated Socio-demographic and economic data will be generated at the district level, and even at the level of: individual urban sub-divisions, and major villages, as well as clusters of smaller villages

Launch Launching of the survey was held in Bamyan on 3 Aug with the Provincial Governor, Government of Japan, UNFPA and CSO

Training of Enumerators
Training of about 500 data collectors and supervisors was carried out for about two weeks

Publicity & Information Campaign
Publicity and information campaign includes Training of journalists in Bamiyan Sending out of Press Releases Radio and TV campaigns Mobile Theatre Workshop for religious leaders and traditional leaders on SDES Brochures Photo book Documentary Film

Extensive Listing Conducted
Sketch Mapping was completed in 7 districts in Bamiyan and 5 districts in Daikundi

Data Processing Data Processing is currently on-going in Bamiyan and Kabul

Capacity Building SKILLS/Human Resources Survey Operation Management
Survey Monitoring Sketch Mapping (GIS) Training Management Data Processing Data Analysis Data Dissemination There were about 700 Bamiyan residents recruited for the Survey operation (enumeration and processing) and about 40 Daikundi resident s for mapping

Capacity Building Infrastructure
Establishment of Data Processing Centers (DPC) in Kabul and Bamiyan (mobile DPC in Bamiyan) – computers, internet connection, generator, furnitures, construction of fence/wall at CSO Bamiyan

Challenges Money transfer to surveyors, controllers and those involved in the survey operations Non-availability of regular transportation facilities Terrain Non-availability of qualified surveyors in remote villages Lack of support from some district officials Lack of information campaign and awareness Security

Way Forward Lessons learned in Bamiyan will serve as inputs in planning for the roll out survey for the rest of the 33 provinces in Afghanistan Depending on the availability of funding, 10 provinces will be scheduled in 2012, 20 provinces in 2013, and 3 provinces in 2014 Roughly, USD 96.1 million is need for the roll out survey in three years
