Permanent coordination mechanism: plan activities of a committee, network, steering group, etc. to ensure effective implementation of the Agenda with all relevant stakeholders Regular inputs to EPALE to promote details of activities and results Specific objective Increase low qualified adults' participation, enhance their basic skills, enabling them to progress

EAAL: increase supply and take-up of provision Upskilling Pathways: raise adult literacy, numeracy or digital skills Offer second-chance opportunities in the form of flexible tailored provision (for a specific group)

Thematic priorities Engaging employers in providing workplace-based learning Working with groups of employers to embed basic skills acquisition in workplace learning Working with PES, e.g. to establish more structured cooperation on adult upskilling

Thematic priorities Outreach, guidance and support measures
Exploring strategies to assess current levels of awareness and motivation among low qualified learners; methods to reach out to specific target groups Developing guidance and/or mentoring services to support learners or assess the results of existing services Exploring financial barriers to and implications of providing individualised learning pathways Introducing incentives for learners to address financial barriers.

Thematic priorities Validation (in line with 2012 Recommendation) procedures to identify and assess the skills of low qualified adults, e.g. skills audits or assessment tools Quality Quality assurance, including monitoring and impact assessment in the adult-learning sector Assessing and raising the competences of a specified subgroup of adult education staff Effective use of ICT to widen access and improve quality of AL provision
