6 Facilities Engineering Design and Inspection Services at the Marshall Space Flight Center II (FEDIS II) Requirements: Facilities Engineering Design and Inspection Services (FEDIS) utilizing Architect and Engineering (A/E) processes The services to be provided under this procurement consist of Design Services, Master Planning, Surveillance and Inspection Services at the George C. Marshall Space Flight Center (MSFC), Alabama The required services will include these disciplines: Architects, Interior Designers, Civil Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, HVAC Engineers, Building Automation Designers, Estimators, Master Planners, Construction Inspectors in referenced disciplines, Plant Operations and Maintenance Inspectors, and Building Commissioning Agents

7 Facilities Engineering Design and Inspection Services at the Marshall Space Flight Center II (FEDIS II) Requirements Continued: The MSFC “campus” has over 200 facilities Most of these support space systems research and development for NASA The facilities include highly specialized laboratories, advanced propulsion and payload test facilities, engine test facilities, structural test facilities, vacuum chambers, wind tunnels, and office buildings (and others) The services can be divided into three categories: Design Services, Master Planning Services, and Surveillance and Inspection Services Design Services include, but are not limited to: Preparing architectural, civil, structural, environmental, electrical, mechanical, fire protection, utility control system, and multi-discipline project designs in support of Local projects (construction less than $1M)

8 Facilities Engineering Design and Inspection Services at the Marshall Space Flight Center II (FEDIS II) Requirements: Designs include: Criteria development, construction drawings, calculations, specifications, and cost estimates Adding and or modifying the existing building automation system (MSFC’s system is called the Utilities Control System) to reflect additions or changes to the HVAC systems (or process equipment) at the MSFC facilities Managing the existing, historical drawings files Assessing and updating the above-and-below ground utility maps Making recommendations for digging permits Preparing as-built drawings for CoF (above $1M) and Local (below $1M) projects

9 Facilities Engineering Design and Inspection Services at the Marshall Space Flight Center II (FEDIS II) Requirements: Performing configuration management Providing miscellaneous tasks such as special studies, land surveys, geotechnical analysis, etc. Providing construction support Answering request for information Reviewing  construction submittals Incorporating energy efficiency and sustainability in planning, designing, constructing, and maintaining MSFC facilities Certifying new facilities under the United States Green Building Council’s “Leadership in Energy and Environmental Design” (LEED)program

10 Facilities Engineering Design and Inspection Services at the Marshall Space Flight Center II (FEDIS II) Requirements Continued: Registered, licensed professionals will oversee all Design Services and will stamp all prepared construction documents Historically, there have been approximately 150 Local projects annually having construction costs between $2K and $50K each Also, there have been approximately 55 projects annually having construction costs between $50K and $1M each

11 Facilities Engineering Design and Inspection Services at the Marshall Space Flight Center II (FEDIS II) Requirements Continued: LEED, Leadership in Energy, and Environmental Design Activities LEED activities shall consist of creating and maintaining building commissioning plans and integrating those plans into the Facility program, providing guidance during the design process and ensuring that the design intent and basis of design, final design product and construction reflect and comply with appropriate LEED requirements leading to LEED building certifications; conduct of energy audits or walkthroughs
