590 incidents were reported in 2016—down from 752 reported the previous year:
70 involved agriculture (Ag) chemicals (57 previous year).
366 involved petroleum (497 previous year).
154 involved other chemicals (198 previous year).
106 impacted or threatened a waterway of the State.
Tentative totals indicate that 4,308 facilities have filed 2016 Tier II reports, up from 4,214 the previous year.

7. Laws/Regulations/Policies Iowa
Bills moving through the legislature include the following:
Bill to eliminate the State Emergency Response Commission (SERC). If passed, SERC duties will be taken over by Iowa Homeland Security and Emergency Management Department (HSEMD).
Bill to create a crude oil spill response fund did not make it out of committee.

06-10NOV17: Oil Spill Control Course: MST3 Angotti attended, Corpus Christi, TX.
12-14FEB18: FOSCR College: attended by 14 personnel from AOR-wide. The course focused on the ‘federalized’ process of a pollution case, from start to finish.
15-23FEB18: Exposure Training: Sector UMR reserve IMD member spent eight days at a ‘feeder’ port (Sector SF) to gain valuable experience and PQS signoffs towards his FOSCR certification.

KDHE:
KDHE is working to revise spill reporting regulations in Kansas.
A stakeholder group has met and provided suggestions for KDHE to proceed with changes.
Internal discussions are underway, and a second stakeholder meeting is planned for the near future.
A memorandum of understanding (MOU) between KDHE and Kansas Corporation Commission (KCC) for oil spill response has been renewed.
KCC will continue to oversee spills originating from oil wells and on-site storage.
KCC will ensure notification to KDHE when an oil lease spill impacts surface water.
KDHE responds to spills of chemicals, oil, and brine during transport of these to and from locations of oil leases.
