3 Free and Reduced Lunch Applications: Funding
Using federal reimbursement rates only, funds increase by approx. $123,000 for each percent increase in FRL eligibility Based on historic SLPS eligibility rates, an increase of application completion rates to 90% would yield an additional $561,692 In additional to federal reimbursement, federal eRate funding is driven by district FRL eligibility rates. Approx. $10 million of eRate funding was received in 2006 (the most recent year accounted for). Finally, Title I funds are dispersed to schools based on their FRL eligibility rate. 4 Renewed Focus on FRL Applications
Free and Reduced Meals Application completion rate equals (direct cert + applications received) / enrollment For the entire school year , 84.2% of students either qualified for FRL on a direct cert basis or submitted an FRL application. For year-to-date, 90.3% of students either qualified for FRL on a direct cert basis or submitted an FRL application. Free and Reduced Meals eligibility percentage equals (eligible students free + eligible students reduced) / enrollment For the entire school year , 75.4% of students were eligible for free and reduced meals. For year-to-date, 84.3% are eligible for free and reduced meals. Incentivizing schools: Schools that obtain applications from 95% of non-direct cert students eligible for a drawing for a party of their choice sponsored by Chartwells Incentivizing students: Students who return FRL applications eligible for a drawing to win two (2) $50 gift certificates for a local grocery store (drawing takes place on 11/25) Continued focus on maximizing accuracy regarding FRL status of SLPS students St. Louis Public Schools 11/16/2018

8 Meal Participation Student participation rate for breakfast and lunch: Year Breakfast Lunch 47% 72% (YTD) 49% Slight improvement regarding student meal participation, but opportunities remain St. Louis Public Schools 11/16/2018

9 Responses to Prismatic Review
Hired Director of Food Services Hired Food Service Accountability Specialist Greater focus regarding food service performance metrics (reviewing daily) Applied for and received federal stimulus funds regarding improvements to elementary kitchens. Obtained Missouri Eat Smart “Advanced” status regarding food service offerings (more healthy choices). St. Louis Public Schools 11/16/2018

10 Summary and Recommendations
Significant improvements regarding FRL applications. Improved performance driven by responses to Prismatic Food Service Review. Additional opportunities exist to improve food service performance, including (i) increase participation and (ii) better communication among schools and parents.
