Shell Appalachia Project Safety Considerations Design & Planning Phases Jeff Byler (AECOM) Shane Winner Wayne Swinehart Projects and Technology 11/16/2018

2 Overview Safety Perspectives Front End – Planning/Engineering Efforts
Integrated Schedule Appalachia Web Site & Assessing Safe Route Proactive vs. Reactive Road Projects Partnering with PENNDOT/Townships/Competitors Engineering/Technical Contributions to Safe Projects Road Project Examples – Fuller 826 Road Upgrade Well Pad Examples – Pad sizing, Lease Roads Questions and Feedback? 11/16/2018

3 Safety Perspectives Shell Internal Staff and Operations

4 Appalachia Integrated Project Schedule
Snapshot of Fuller 826 Well Site activities: All groups working from same plan Avoid SIMOPS - concurrent work Provide reasonable time to complete De-clutter for safer work site Avoid/minimize Winter work 11/16/2018

5 Route Selection – Appalachia Road Users Site
Assess each site for safe/cost effective route – (rarely the shortest route) Avoid – posted bridges, school zones, urban areas, steep grades, and poor sight distance. Execute Permits and Bonding with PENNDOT/Townships Share and maintain site for all functional groups use Goal: Safety/Logistics and minimizing impacts to the community 11/16/2018

6 Benefits of Upgrade Vs. Repair – SR 2022
Typical Deterioration Typical Deterioration Larger investment but safer project Once and done strategy Avoid rework and high risk emergency repairs Full Reconstruction 11/16/2018

8 Partnering project - Example
FOR IMMEDIATE RELEASE November 17, 2015 Route 144 to Re-open Today as Potter County Improvement Job Winds down for 2015 Galeton, PA – The Pennsylvania Department of Transportation is advising area drivers that a section of Route 144 between Pigeon Hill and Galeton will re-open today. This section of Route 144 has been closed since late September, as work continued to rehabilitate more than 50 miles of weight restricted roadway on Routes 44 and 144 in Potter County. With the re-opening of this section, PennDOT will lift the detour that made use of Routes 44 and 6. This two-year project was made possible through a partnership between PennDOT and industry partners Shell, Tenaska, and Dominion Transmission.   11/16/2018

9 Partnering projects yield safety Benefits
Combine Resources to build long term upgrade projects Share work zone traffic control – signage, message boards Public Awareness – Standard radio and press releases Add safety features otherwise not included – guiderail, reflectors/delineators, signage upgrades. Eliminates interim repairs during Drilling/Completions 11/16/2018
