WHAT IS A COMPREHENSIVE PLAN?
LONG-TERM (20-YEAR) PLAN – To guide community’s development and quality of life. BASED ON COMMUNITY VISION SETS STAGE for many city activities and choices including capital investments. REQUIRED BY STATE LAW, but tailored by each community. Used to DEVELOP LAND USE REGULATIONS. 2015 – 2035

LAST UPDATED JUNE 2015 PERIODICALLY EVALUATE and REVISE PLAN Revisions to state or federal laws Changed circumstances Reflect current conditions Under GMA, the City must implement and be consistent with its Comp Plan. By law, City to periodically evaluate and revise the comprehensive plan. Last update – June 2015. REASONS: Revisions to state or federal laws; Changes in local and regional conditions (social, economic, environmental, financial…); Population and employment growth changes; projections for ,767 pop and 9,486 jobs Approx. 90 new DU and 100 jobs/year Shifts in the community’s long-term view for its future; and Consider and make changes to reflect current conditions.

MAJOR – Update occurs every 8 years Last major update in 2015 MINOR – Amendments can occur annually TEXT or MAP ANNUAL Amds; Major - Once every 8 years, a major review and update of the plan is conducted. Minor - generally occur on a regular, usually annual, basis. This year’s amendment process is a minor amendment.

REVIEW annual list of ideas created Ensures Plan and Codes are kept UP-TO-DATE Address policy and community NEEDS OVER TIME Best when for PUBLIC BENEFIT PURPOSE: Ideas come up ensure that the Comprehensive Plan continues to be a living document with appropriate goals, policies, and land uses PUBLIC BENEFIT Update ideas that usually work best are for things that provide a public benefit— not primarily for the advantage of an individual.

Docket Public Notification Open House Review Preliminary Suggestions Identify Final Docket Evaluation SEPA Ordinance Work Sessions Public Hearing Development Regulations DOCKET The “docket” is a cumulative list of ideas or suggestions proposed for potential amendments to the adopted Comprehensive Plan. “Docketing” refers to putting an item on the list for future consideration since the last adoption or update of the Plan. The City maintains a cumulative list of ideas, proposed since last update of the Plan, usually over the course of a year. Public notified: City is accepting both formal applications and suggestions for Comp Plan Amds – Notification to date/in process: News Release last week February - City Happenings Public Notice in Newspaper & posting places City’s website & Social media. Includes-Deadline for formal submittals (applicant fee applies to cover cost) Open House Describe amendment process. Public may put forth suggestions for PC or CC to consider. Review Prelim Docket of suggestions. The Commission will then, by consensus vote at a meeting, recommend a “Final Docket” or “study list” of potential amendments to be considered. Council the same. Final Docket –CC identified potential amendments to be considered. Consensus vote Items on final docket does not mean that PC or CC will ultimately agree to the proposal—only that have agreed that the proposal has merit and should be considered through the public amendment process (Any formal applications are automatically part of final docket and will be processed.) Evaluation – processing begins; amendments are studied further Prepare materials, maps, ordinance & reports SEPA – conduct; route for review and comment Ordinance – Submit for 60-day review by state agencies and any affected jurisdictions. PC & CC conducts work sessions and meeting on all proposed amendments… studied further and brought back to the PC/CC for future review and action as part of the public process. PC forwards their recommendations to City Council. PC & Council hold public hearings Council adopts amendments to the Comprehensive Plan, by ordinance. Development Regs Concurrently, or soon thereafter, any amendments to the development regulations or zoning map are made for consistency with the updated Comprehensive Plan.

TYPES Suggestion Application DEADLINE March 3 – Formal Applications Due March 20 – Council Identifies Final Docket Items can be placed on the preliminary docket through either the suggestion or the application method 2 basic types or methods Suggestion type: Any item put forth/suggested by C, CC or staff can become part of the docket. An idea brought before PC or CC by a citizen or other private party, could also become part of the docket. Suggestion method Best for Plan or Code amendment proposals that: Provide a public benefit; Can and should be addressed with city (public) resources; and Help implement Council goals and priorities. Application method Anyone may apply (text or map). Best for plan or code amendment proposals that are: Initiated by single individual or small group of individuals Key benefits to applicant – guarantees the proposal will be heard at public hearings - decision made in a timely manner Benefit to City - receives user fee that helps pay for processing proposal. Application deadline – set by CED Director each year; in 2017 – March 3 Formal docket identify by mid-March 2017 (or another deadline).

Assign Parks Designation to public park land Amend Town Center Subarea Plan Re-name Neighborhoods Update Land Use Policies Amend Recreation, Parks and Open Space Element for consistency Update CIP and TIP PRELIMINARY DOCKET The following items have been suggested for possible consideration in the 2017 comprehensive amendment process. Both PC and CC have reviewed and discussed at CPA intro meetings for 2017 – no final decisions yet Amend land use designation for Parks Concurrent change in designation on the zoning map would apply. Amend the Town Center Subarea Plan to allow increase in building heights in some areas as an incentive tied to TDR, LCLIP, or sustainable development, environmental or other public benefit. Transfer of Development Rights (TDR). Landscape Conservation Local Infrastructure Program (LCLIP). would, at a minimum, require map and text amendments to the Town Center Subarea Plan and the Comprehensive Plan and, concurrent amendments to the Zoning Code text (Community Business Downtown chapter) and map Re-name neighborhoods (in Livability Element). Consider renaming two neighborhoods, North Terrace and East Terrace, with names that would be more place-based and unique. In the future, consideration could be given to the review of “Imagine the Future” neighborhood vision statements, to the delineation of their boundaries, to consider area representatives (similar to the RPAC or NPAC), or a sub-area planning approach. 4. In the Land Use (LU) Element of the Plan, to consider: An amendment to Policy LU-4.2 to reflect that ESCA was dissolved in 2015. An addition to the list of Action to Take to “Update the Hazard Mitigation Plan (HMP) every five years, beginning 2015, consistent with Federal Disaster Management Act of 2000.” Recreation and Parks Advisory Committee (RPAC) and Neighborhood Parks Advisory Committee (NPAC), respectively. In the Recreation, Parks and Open Space (RPOS) Element, to consider: An amendment to include additional category and designation for parks and/or open space to support TOD development, for small, possibly special use parks, such as pocket parks or dog parks. Update the Goals and Policies section to add a goal addressing financial stability and to periodically update the levels of service and impact fees. 6. In the Appendices Section: Update of the 6-year Capital Improvement Plan. Update of the 6-year Transportation Improvement Program. Note that incorporation of the CIP and TIP updates have typically occurred near the end of the calendar year when those budgets have been established. The 2017 updated will precede these actions, so no change could occur at this time. 7. Other ideas the Planning Commission or the City Council may propose for consideration in the 2017 amendment process. The public may also make suggestions that the Planning Commission (or City Council) may deem appropriate to consider on the preliminary docket list.

CONSIDERATIONS Consistent with broad goals and priorities Addresses changed circumstance(s) City resources to process PRELIMINARY DOCKET ITEM NOT NECESSARILY STUDIED (Except Applications) COUNCIL DECIDES FINAL DOCKET NO GUARANTEE OF APPROVAL CONSIDERATIONS for placement on the FINAL DOCKET is given to: The item’s consistency with broad goals and priorities in the public interest; Changing circumstances that relate to a community need; and Available city resources (i.e., staff time and other costs). Placement on the final docket or “Study List” occurs either The City Council will determine the final “Study List” items. or Submission of a Comprehensive Plan Amendment Application (“application method”). Placement on the docket does not necessarily mean the idea will be approved. Those formal application submitted by the amendment application deadline of March 3, 2017, is assured consideration on the final docket, provided the application is deemed complete.
