Oil Pollution Act was signed into law in August 1990
improved the nation's ability to prevent and respond to oil spills created in response to rising public concern following the Exxon Valdez incident made provisions that expand the federal government's ability (and provide the money and resources necessary) to respond to oil spills. provided new requirements for contingency planning both by government and industry called the national oil and hazardous substances pollution contingency plan The OPA strengthened EPA’s ability to prevent and respond to catastrophic oil spills

OPA SUMMARY There is a percentage of tax payer money that is reserved for cleaning up soil spills The OPA requires oil storage facilities and vessels to submit to the Federal government plans detailing how they will respond to large discharges EPA has published regulations for above ground storage facilities; the Coast Guard has done so for oil tankers. The OPA also requires the development of Area Contingency Plans to prepare and plan for oil spill response on a regional scale.
