4 Why produce a plan? The Sea Pollution (Amendment) Act 1999, provides the Minister with the legislative power to require Ports Companies, Harbour Authorities, the operators of offshore units, oil handling facilities and maritime Local Authorities to prepare oil spill contingency plans, based on a realistic risk assessment, and to submit these for approval by the Irish Coast Guard.
