Government European rulers that used the philosophes ideas to help govern their countries were called enlightened despots. Frederick the Great: He was the king of Prussia. He granted many freedoms, improved education and the justice system. Joseph II: He was the king of Austria who started freedom of religion and press. Catherine the Great: Russian ruler who worked closely with Voltaire.
