Three types of national helpdesks identified
REACH Helpdesks CLP Helpdesks NHD is a separate entity either within or from the MS Competent Authority NHD is an integral part of the MS Competent Authority. Its members perform tasks related to both activities. NHD is an integral part of the MS Competent Authority and uses a dedicated setting of the MSCA to receive questions (for example, info call centre, mail registry)

Biocidal Products Regulation (BPR) 528/2012/EU
Entry into force 17 July 2012, entry into operation 1 September 2013 Requirement for competent authorities to provide advice to applicants and other interested parties on their responsibilities Competent authorities may establish a national helpdesk by 1 September 2013 National biocides helpdesks do not exist under the Biocidal Products Directive (98/8/EC) Article 81 (2) ‘…Competent authorities may in particular provide advice by establishing helpdesks. Helpdesks already established under Regulation (EC) No 1907/2006 may act as helpdesks under this Regulation’. Article 81 (3) ‘Member States shall inform the Commission of the names and addresses of the designated competent authorities and, where they exist, helpdesks by 1 September Member States shall, without undue delay, inform the Commission of any changes to the names and addresses of the competent authorities or helpdesks. The Commission shall make publicly available a list of competent authorities and helpdesks.’ INTERNAL 11/16/2018 19

Biocidal Products Regulation (BPR) 528/2012/EU
In accordance with Article 76 of the BPR, ECHA shall provide technical and scientific guidance and tools for the application of BPR by the Commission and Member States’ competent authorities Provide support to national helpdesks To design a Biocides HelpNet, it is important to know the characteristics, specific circumstances, types and needs of the various helpdesks. Article 81 (2) ‘…Competent authorities may in particular provide advice by establishing helpdesks. Helpdesks already established under Regulation (EC) No 1907/2006 may act as helpdesks under this Regulation’. Article 81 (3) ‘Member States shall inform the Commission of the names and addresses of the designated competent authorities and, where they exist, helpdesks by 1 September Member States shall, without undue delay, inform the Commission of any changes to the names and addresses of the competent authorities or helpdesks.
