County Mission Q: What are Land Use Assumptions? A: The DuPage County Land Use Assumptions document is not a land use plan, nor is it a prescriptive document that mandates land uses, zoning or regulations of any kind. The document is an assessment of the kind of land use that currently occupies parcels inside the County’s planning territory and how property may develop or re-develop over time. Land Use Assumptions Objectives Q: What are the objectives of the Land Use Assumptions? PROPOSED FY2018 BUDGET COMPONENTS A: Accurate Assessment of Current Conditions in DuPage and surrounding Counties Develop a More Detailed, Rigorous and Locally Responsible Land Use Forecast Model Produce a high quality trip production and attraction basis for Future (2025 and 2040) Trip Generation and Distribution Models In these land use assumptions, DuPage County strives to incorporate unique and defensible future development components building upon long-standing historical development tracking at the County. The County uses as many local and regional resources as possible to assess and predict land use outcomes in the short and long term. Land Use Assumptions – Existing Land Use Building footprint data by class of building Parcel files with parcel status Census, address and on site surveys for existing housing units Environmental files describing wetlands, floodplains, soils and other constraining elements Commercial Real Estate files describing gross leasable space, vacancy, building type DOT stores all of this information in its Geographic Information (Mapping) System files for historical reference. Land Use Assumptions Q: Is DuPage County still experiencing the same kind of growth as 10 – 20 years ago? PROPOSED FY2018 BUDGET COMPONENTS A: No. Housing development is slowing and recent trends suggest that more multifamily and senior housing is being built now than in past decades. Commercial development has also slowed in the office and retail sectors and the past 5-10 years has seen more vacant space absorption than new starts. Land Use Assumptions – Looking to the Future Future land use projections require a series of assumptions that are often more difficult to support the farther the projection from the base year. Some of the key areas which DuPage County considered as part of its 2025 and 2040 projections are: National and Regional Economy Assumed continued general expansion of the economy Local economy - Assumed continued change in consumer purchasing habits will affect brick and mortar retail building Local Resources - Assumed viability and longevity of development policy through local comprehensive plans, corridor and open space plans and zoning codes Policies and Regulations Assumes zoning regulations, environmental policies on environmental impacts will not change significantly For other assumptions, please refer to pp. 5 and 6 of the LUA document.
