2 Phase I & II ~ Development
Phase I: Met with stakeholders August 2001 through November 2001; decided Arizona would go 309 for 4 Class I areas on Colorado Plateau with commitment to a 309(g) SIP for remaining 8 Class I areas Phase II: Over 300 stakeholders were asked to participate on work groups and committees; over 165 did starting in May 2002 through August 2003

4 Related Rulemakings Reasonably Attributable Visibility Impairment (RAVI) Rule Revisions to existing Fire Rules for Unlawful Open Burning and Forest & Range Management Burns Western Backstop SO2 Trading Program Rule; revisions to related rules for inventory pre-trigger requirements

5 Current SIP Process Workgroup/Committee review August 20, 2003; Management review complete SIP to be released for public comment on October 24, 2003 with Public Hearings on November 24th and in both Phoenix and Flagstaff. Await outcome of EPA’s proposed revisions to Regional Haze Rule for mobile sources Continue communication with other 309 states in effort to maintain SIP cohesiveness

6 Next Steps for Arizona Submit “base” SIP to EPA by December 31, 2003
Submit SIP revision for final fire rules and Arizona trading/inventory rule before June 2004 Begin work on Section 309(g) for Arizona’s remaining 8 Class I areas Continue and support relationship with WRAP
