4 The Hurricane On September 8, 1900 Galveston was struck by a hurricane with unbelievable force. There was little advance warning and the city was taken by surprise. 6 After the storm A new commission style of city government was formed to deal with emergencies. The U.S. Army Corps of Engineers built a seawall and raised the city several feet to help protect it from storms in the future. 7 Spindletop Oil had been discovered in places like Pennsylvania, but not yet in Texas. Small-scale discoveries in the 1890s near Nacogdoches, TX attract attention. Spindletop is a hill near Beaumont in Southeast Texas near the Gulf Coast. On January 10th, 1901, Anthony Lucas and Patillo Higgins strike oil at Spindletop, a “gusher” producing amazing amounts of oil; the rush was on. Spindletop after the discovery of oil.
