3 Our assignment in 2017: Review the work of the previous committees
Facilitate community conversations to better understand the need, questions, and concerns related to future safety service structures. To address our Town Center land constraints - in 2005 the Town purchased 1.8 acre parcel adjacent to and to the East of the Library which is called Bald Sunapee. Then in 2007 another parcel that is 1.6 acres and is adjacent to and East of the Bald Sunapee parcel called Camacho - Last March during Town Meeting the residents asked the Selectmen to prepare and present a Plan at the 2012 Town Meeting for Town Center land use. The existing Newbury Fire and Police Station is a wood-framed building approximately 6400 square feet in size. The fire station uses approximately 5000 square feet and the police station uses approximately 1400 square feet. There are multiple areas of concern regarding the existing building including: The size allotted to the fire department is inadequate for today’s needs. The size allotted to the police department is inadequate for today’s needs. The present building is no longer up to current code requirements in the following areas: Structural capacity Electrical systems Heating and ventilating systems Energy conservation requirements There is inadequate storage space in both the police and fire departments for handling equipment and apparatus presently used on an ongoing basis. The existing police department layout is (aside from being too small) inefficient for the operations of the department. The existing police department layout presents areas of concern for the secure handling and storage of evidence and data, and affording privacy in the police officers’ work areas. The existing fire department ceiling is too low for the needs of today’s equipment. The existing fire department truck bay doors are too small for the needs of today’s equipment. There are inadequate space/facilities in the fire department to address the cleaning and maintenance of today’s emergency response equipment. There is inadequate turning space for fire department apparatus in front of the bay doors, necessitating maneuvering and backing up on NH Rt. 103 in a potentially dangerous manner. There is inadequate on-site parking. The Newbury Fire and Police Station is currently located on a parcel of land at the intersection of NH Route 103 and Route 103A. The buildable portion of the parcel is relatively flat with embankments dropping down to abutting water bodies to the southeast and southwest. With the existing building and the parking lot, the parcel is fully developed. The Bald Sunapee/Camacho property is a land parcel that consists of two contiguous properties purchased by the Town of Newbury. There are wetlands on the site that have been mapped and located. A playground has been developed on the site. The present town library abuts the site to the northwest. The majority of the Bald Sunapee/Camacho property parcel is flat. The Camacho parcel, which is the east-most parcel, has some flat area along Route However, more than three quarters of the Camacho parcel is a hill, rising approximately 40 feet above street level.

There is inadequate turning space for fire department apparatus in front of the bay doors, necessitating maneuvering and backing up on NH Rt. 103 in a potentially dangerous manner. There is inadequate on-site parking. You will notice that one of the posters reflects these deficiencies and needs, and the other represents some additional detail on these deficiencies and needs related to the Fire Department. This is an effort to clarify questions received during the previous committee’s effort to identify building alternatives.

11 Safety Services Building Committee 2015 -2016
Delivered a series of building and site related concepts for consideration We know that the recommendations from this committee received a negative response and was not supported at Town Meeting. That is Newbury has taken a step back this year. We do not think it is helpful to analyze the merits of the different design alternatives yet, but instead to see where there is consensus on the problems with the existing facility for both departments, and How best to proceed as a community.

12 Feedback Received Saturday
The Majority of participants understand the need. Need to communicate and accept feedback throughout process. Concern remains over the cost. Questions about the future use of existing site. More examples from other communities needed. Refer to notes from Saturday…. Highlight findings
