District 1 Community Input Meeting
Schedule for this evening 6:00 pm – Introduction from Councilor Hall-Harper 6:10 pm – Presentation by Nikita Moye and Theron Warlick 6:30 pm – Questions from cards 7:00 pm – Open forum for additional questions and comments from participants 7:40 pm – Opportunity to provide feedback on other topics and concerns 8:00 pm – Meeting adjourned Ground Rules Please write any questions or comments you may have about the proposed small box discount store overlay district on cards provided at the sign-in table and pass them to a staff person in the room. Please keep questions focused on small box discount stores. If time permits, we will open up the floor to other topics and concerns. During the open forum, there will be a 2 minute period for each participant to talk. This is to make sure we have enough time to hear everyone’s comments, questions, and concerns.

What is a small box discount store?

Retail sales of convenience goods or consumer shopping goods Stores are smaller than 12,000 sq. feet Majority of products are sold for less than $10 Can include chain discount stores, convenience stores, “mom and pop” corner stores

What isn’t a small box discount store?
Convenience stores that offer gasoline or diesel fuel for sale Stores which contain a prescription pharmacy Beauty stores or boutiques Restaurants Grocery stores and discount retailers larger than 12,000 sq. ft.

Current Moratorium on Small Box Discount Stores
Moratorium became effective on September 30, 2017 Expires March 29, 2018 Areas included: Crutchfield Neighborhood, Unity Heritage Neighborhoods, 36th Street North Corridor

Overlay Zoning District
Special zoning district applied over determined boundaries Addresses particular situations or establishes specific city goals Specific rules and regulations

What an overlay could do…
Reduce the concentration of small box discount stores within a certain geographical area New stores within boundary must be located more than 1 mile away from another small box retail store located either within or outside of the Overlay Zoning District New small box discount stores located outside of the boundary can be closer than 1 mile to another store that is located within the boundary

What an overlay will not do…
Will not prohibit the construction of new homes, restaurants, gas stations, pharmacies, salons or boutiques This overlay will not affect pre-existing small box discount stores within and outside the overlay boundary Will not change the underlying zoning of your property Will not prohibit the construction of grocery stores or discount retailers larger than 12,000 sq. ft. within and outside the overlay boundaries
