Thank you for the opportunity to speak with all of you.
I realize that APR is not a full-time job for any of you, but the impact that it can have on you, the athletic department, and institution can be monumental.
It is imperative, as the stakes get higher with APR, that you have a basic understanding of the APR program and strategies and policies in place if you ultimately want to be a top-level athletic administrator.

Why UNF?
I have had the pleasure of working with and/or knowing a few of you, but for the few that I have not, you may be wondering, who is this person, and what authority does he have to tell me what I should be doing?
Here is a short background on my experience at the NCAA.

4. APR 101 Points awarded for eligibility/graduation and retention.
Totaled over most recent four years (cohort).
Used in analysis for eligibility for postseason competition, APP penalties and public recognition of top academically performing teams (coming soon: Revenue Distribution)
Who can tell me the current APR of their team?

5. APR Calculation APR Calculation:
Two available points each academic term.
Eligibility "E" point = student-athlete meets academic eligibility standards as of the end of the academic term.
Retention "R" point = student-athlete is enrolled full time as of the fifth week of classes of the next term.
Number of points earned
Number of points possible x = APR

6. APR Example 921.5 13 Student-Athletes on Scholarship
9 complete the year eligible and return/graduate (36/36)
1 ineligible after spring 2016, but returns (3/4)
1 transfers to a 2-year school with a 3.0 after spring 2016 (3/4)
1 transfers immediately to a four-year school with a 2.9 GPA (3/3)
1 goes professional and does not complete the spring semester (2/4)

7. APR Submission & Adjustments
APR submitted each fall semester, reflecting the outcomes of the previous year.
Allowed to request adjustments (2.6 transfer, pro departure).
Don’t get comfortable.
Mitigating circumstances.
Work with Compliance/Academics

Cross-train with different departments.
Use Compliance Assistant to transfer your data into the APP system (but always double-check)
If you are going to involve multiple departments. For example, registrar is going to input the data into CA/APP, but compliance is going to be in charge of any adjustments, be very clear up front re: who has ultimate responsibility.
Documentation—if you are claiming an adjustment, maintain documentations in central place (e.g., tracer form, professional departure documentation, etc.). Why someone got a point or didn’t.

Note that penalties and post-season ban are always taken in year after data is submitted. Why is that?
Note that there is a different, extended timeline for limited-resource institutions, those in the bottom 15% of resources, not in FBS.

Q: In the past three years, how many teams have been declared ineligible for post season play due to APR? A: 23 teams in teams in teams in 14-15

10. Post-season Waiver Standards
First Occasion: Extraordinary Mitigating Circumstances: clearly out of the control of the institution, the athletics department and the team's student-athletes. Second Occasion and Beyond: With improvement and other factors present, the level of mitigation required to receive relief is less stringent than first occasion.
Here are the current waiver standards:
First time: not going to happen short of natural disaster or some other catastrophic event.
Second time: somewhat of a chance, but still need to show a lot.

Ok, so that is the background on the system. Some of you had that background, some of you had old information.
1st step—analyze your data. Unlike the infractions scenario, you have time to be deliberate usually.
And the data is all there, waiting to be reviewed. That is the great thing about the APR. there is not necessarily investigation that needs to be done into lost points, but you can analyze.
So, what I tell my clients is don’t just look at where the points were lost, but why the points were lost. Look at the symptoms, and not just the illness.
Talk to your staff—who knows these student-athletes, and may have thoughts on why points are being lost?
Analyze the data in any way that you can—NCAA is going to require this, so work ahead of time. Is it IE standards, major, etc.?

Three Ways to Earn Distribution:
Earn an overall, single-year, all-sport Academic Progress Rate of 985 or higher
Earn an overall all-sport Graduation Success Rate of 90 percent
Earn a federal graduation rate that is at least 13 percentage points higher than the federal graduation rate of the student body at that school
