Signed the Payne-Aldrich Tariff
Compromise for the Payne Bill and the Aldrich Bill
Angered progressives who thought Taft had abandoned progressivism
Appointed Richard A Ballinger who removed 1 million acres of reserved land
Again this angered progressives
