Legislation is enacted because a government, (reflecting the views of the community) has developed policies relating to an issue Legislation means the policy or idea becomes law Eg in 1983 the Hawke Federal Govt enacted the World Heritage Properties Conservation Act giving the federal govt the power to decide on matters regarding sites that Aust is obliged to protect under international law

Convention A convention or treaty is an agreement between nations (governed by international law) eg Geneva Convention, A country breaking the convention can be held liable under international law Ramsar Convention

Montreal Protocol A chlorofluorocarbon (CFC) is an organic compound that contains only carbon, chlorine, and fluorine, produced as volatile derivative of methane, ethane, and propane. They are also commonly known by the DuPont brand name Freon. Many CFCs have been widely used as refrigerants, propellants (in aerosol applications), and solvents. Because CFCs contribute to ozone depletion in the upper atmosphere, the manufacture of such compounds has been phased out under the Montreal Protocol, and they are being replaced with other products such as hydrofluorocarbons
