5 Montenegro develops mechanisms to improve employability and realises measures for matching supply and demand in continuity Development of Active Labour Market Measures (ALMM) EUR 30 mil available in 2018 Programs to increase employability, to acquire knowledge, skills and competences, Practice with employers, Incentives to move from unemployment to the world of work, Support for the development of agriculture and remaining in the countryside. - Development of entrepreneurship Self-employment since Credit support for MSEs EUR 45 mil ( from to EUR) around small business used this measures Favorable credit support for SMEs (IRF) EUR 153 mill (2017), 140 mill (2018) - Development of the adult education system and lifelong learning National qualifications framework, adult education providers, curricula, education programs, standards, teaching staff training, licensing - Development of support services for employment of persons with disabilities and professional rehabilitation EUR 12m for incentives for employment, earnings subsidies, training, assistive measures and other professional rehabilitation measures in 2017 and 2018 Ministry of Labour and Social Welfare, Montenegro

ETF, 2016 "Good practices in entrepreneurial society, the importance of local skills" Of the 55 projects from 19 countries, Montenegro, Kazakhstan and Georgia have been awarded - Local partnerships and skills development were presented: Employers Local government Adult education provider Unemployed Result: New employments, development of quality services in tourism, higher incomes of employers, growth and development of the local environment, smart territory. 10 Despite the results, we are facing
CHALLENGES: - Low rates of activity and employment - Still high unemployment - Structural disparity between supply and demand - Insufficient participation of young people and women in the market - High share of seasonal employment on the market - Long-term unemployment - The increase of graduate students - Regional differences still reflected - Poor mobility - A large number of unemployed people who find it harder to employ - Insufficient participation of vulnerable groups in the market - Relatively high participation of foreign labor - Lack of knowledge and economy-needed skills Ministry of Labour and Social Welfare, Montenegro
