Oppose any amendment to the Urban Growth Boundary Keep urban developments within the UGB eg. servos, fast food outlets Oppose amendments to GWZ to reduce minimum lot sizes or excision provisions Advocate for consistent planning provisions Promote voluntary consolidation of land Establish a Land Management Plan procedure

GWMP 2018 Subdivision, rural living and the role of townships: continued Establish Section 173 agreements in conjunction with the LMP Advise and promote to new and existing residents the objectives of the GWZ including the importance of sustainable agriculture, habitat conservation and restoration and land stewardship Advocate greater control to ensure existing dwellings are removed or demolished when the new dwelling is completed Do not allow re-alignment of lot boundaries or re-subdivision of land unless there is a good land management justification

GWMP 2018 Landscape: Classify landscapes and protection guidelines
Review Significant Landscape Overlays and establish guidance for siting and design of buildings Review Vegetation Protection Overlays Investigate potential to control plantings of certain species that will affect scenic vantage points eg cypress hedges Develop guidelines regarding structures associated with agriculture including vegetation removal and windbreak planting that affect landscape Develop local policy in relation to works associated with tourism and leisure-based development eg. carparks, signage, fencing, earthworks that may detract from landscape quality Develop local policy in relation to character of the area eg. lighting, landscape maintenance, advertising displays

GWMP 2018 Tourism and Leisure-based Development
Support current GWZ provisions which limit the establishment on new “stand-alone” restaurants, function centres and larger scale accommodation to larger sites and with the “in conjunction with” test applied and with mandatory maximum seating, bedrooms etc Introduce/revise local policies to extend the “in conjunction with” test to other forms of tourism based development Do not support concentrated precincts or strips of tourism-based commercial activity in the GWZ Maintain rural character in villages and townships Introduce a “local” policy for Camping and Caravan Parks in the GWZ Limit the total footprint of built form on high value agricultural land, high value conservation areas or sensitive landscape values Prepare local policy that will control developments such as micro-breweries, distilleries, spas and the assessment of “ancillary uses” Establish local policy that will consider the amenity of rural residents in the “assessment of use” in development applications

Develop a Green Wedge Recreation Plan to identify future recreational needs generated by future growth and demands Extend and improve off-road bicycle routes and trail networks Review the MPS Equestrian Strategy for safety and minimal effect on open spaces and roadside verges

GWMP 2018 Heritage: Better recognize areas of Aboriginal cultural heritage significance within the GWZ and provide for their better protection Prepare guidelines to interpret and protect indigenous and post contact cultural landscapes

Conservation and Biodiversity:
GWMP 2018 Conservation and Biodiversity: Incorporate the new MPS Biodiversity Conservation Plan into the GWMP Introduce policies that will avoid removal of native vegetation Apply the LMPs to provide increased habitat connectivity Introduce policies that will require a minimum number of indigenous plants or provision of a minimum area for revegetation as part of new dwelling applications Establish a database for LMPs, vegetation offsets and fund the protection of high value sites Support Melbourne Water and Southern Rural Water schemes to protect waterways, water resources (aquifers) and reduce threats Review the MPS Smart Water Plan in conjunction with the State’s Integrated Water Management Forum process Co-ordinate the approach to bushfire risk mitigation, Fuel Management Plans and fire hazard reduction

Agriculture, agribusiness and agri-tourism:
GWMP 2018 Agriculture, agribusiness and agri-tourism: Oppose GWZ amendments that would reduce lot sizes or introduce excisions Engage with owners to promote consolidation of land Ensure proposals to construct dwellings demonstrate a commitment to an appropriate, substantial and sustainable agricultural or habitat restoration via the LMP Investigate the potential to provide onsite farm worker accommodation Investigate the potential to provide the sale of certified produce grown on the MP through local outlets, including farm gates farmers markets or similar Continue to offer the farm rate Utilize land use “brokerage” to promote agricultural partnerships Promote and support sustainable agriculture and best practice water management incl wastewater recycling projects

GWMP 2018 Infrastructure: Identify needs in the GW communities
Advocate for the duplication/electrification of the Frankston line to Hastings but oppose UGB changes Review the MPS Smart Water Plan Support wastewater recycling projects Develop policy and guidelines in relation to siting and design of roads, telecommunications, electricity, solar and wind turbine farms etc to minimize impact on landscape values and on the amenity of rural residents Ensure that Roadside Management Plans and road projects recognize the importance of road design and roadside vegetation in terms of both biodiversity and landscape character Increase water supply and storage as part of the Fire Management Plans

GWMP 2018 … but the GWMP 2018 draft leaves us with many concerns, for example: The GWMP needs to strengthen the aspects of Compliance and Enforcement “Audits” by the landowner; should be done by a qualified person Roadside verges provide habitat and need weed control vs the MP Road Management Plan Tourism and leisure-based activities vs the Vision of the GWMP Residential development is overriding farm use and conservation The GWMP needs words like “must” rather than “should”, “will be” rather than “may be”, “prevent” the impact of… rather than “reduce” the impact of… Habitat “offsets” are a poor replacement for old vegetation “Ancillary uses” become irrelevant if a restaurant associated with a vineyard is leased Farm gate sales leads to signage, parking areas, storage rooms and the sale of non-Peninsula goods or processed goods with minimal Peninsula content Dodgy FMPs, CMPs and LMPs that lead to on site dwellings and plenty more
