3 Southeast Master Plan 2005 – Proposed development of 780 single-family dwellings east of SR 1 in the East LPA. 2006 – Comprehensive Plan amendment to include the East LPA and surrounding areas in the City’s targeted annexation area. Annexation and development of this area was contingent upon developing a Master Plan approved by the State of Delaware. These conditions, along with the basis for the Master Plan was later outlined in a Memorandum of Agreement (MOA) between the City and the State of Delaware in 2008.

5 Southeast Master Plan The original signatories of the MOA included the City, the Office of State Planning Coordination (OSPC), the Delaware Department of Transportation (DelDOT) and the Delaware Department of Agriculture (DDA). The area covered by the MOA was limited to the area east of Rt. 1, however, during the preliminary development of the master plan, the scope was expanded to include the entire area known as the Southeast Neighborhood in the 2008 Comprehensive Plan. The 2008 Comprehensive Plan was adopted in 2009 during the development of the master plan with the understanding that all development in the SE Neighborhood was restricted until the Master Plan was certified by the State and adopted by City Council.

7 2011 Southeast Master Plan The City utilized the services of the University of Delaware, through the Sustainable Coastal Communities Initiative, to facilitate public workshops and develop future land use scenarios. The City invited over 1,000 stakeholders to three community meetings. Stakeholders included all property owners in the SE Neighborhood (in-town and out-of-town) and representatives from various State agencies. The workshops were used to identify areas of growth and concerns. Attendees were asked to develop future land use scenarios in small groups using aerial photographs and crayons, which were combined in the final workshop into three growth scenarios for review. At the final workshop, benefits and challenges were identified for each of the three growth scenarios, along with potential cost implications, before voting on a preferred scenario.

8 2011 Southeast Master Plan The preferred future land use scenario was used to develop the remainder of the plan, which included; Transportation Improvements Infrastructure Planning Agricultural Preservation Environmental Protection Housing Historic and Cultural Preservation

9 2011 Southeast Master Plan The Master Plan document was completed in 2011 and became an amendment to the Comprehensive Plan.

Transfer of Development Rights (TDR) Stormwater Utility Design and Construct Public Water System Design and Permit Public Sewer System Fund and Construct GSI at SR1 & SR30 Transportation Improvement District (TID)

11 2015 Amendment The Southeast Master Plan was amended in 2015 to allow the Bayhealth Sussex Health Campus to be developed in an area previously designated as commercial.

12 2018 Comprehensive Plan Update
The Southeast Master Plan is still a material part of the recently adopted 2018 Comprehensive Plan and guides all development decisions in this area of the City.

13 Southeast Master Plan Implementation - Update
The result of the master planning exercise resulted in predictable, shovel- ready development and preservation of agricultural and environmentally sensitive areas. The City has constructed a new water tower to serve future growth. The City in partnership with property owners have constructed a new sewage pumping station west of Rt. 1 for the collection and transmission of wastewater. DelDOT has constructed the SR1 and SR30 overpass. The City and DelDOT are in the process of reviewing the build-out scenarios from the 2018 Comprehensive Plan Update to develop the TID. The City plans to work with the DDA and OSPC over the next few months to develop a TDR program for the preservation of agricultural resources.
