What are the dynamics of delivery of and access to services in Kampala’s precarious neighbourhoods?
SERVICE DELIVERY ACCESS TO SERVICES What services are available to communities? How do communities access services? What type of services are available to these communities, both within and from outside of the slum areas, for i) education, ii) health, iii) water and sanitation? Who are the key actors providing these services? How can the capacity of these actors be strengthened? Where are these services located? What are the operational challenges and opportunities for these services to better meet the needs of the local users? What are the needs in terms of i) education, ii) health, iii) livelihoods, iv) water and sanitation, v) housing and utilities, vi) social protection, vii) legal assistance? How do the urban community access services both from within and from outside of the slum areas? What are the main challenges? What are the most vulnerable population groups, based on their i) unmet needs, and ii) access to basic services? Among the urban community, what are the specific needs of refugees? What would vulnerable population groups demand to improve their access to services and conditions of living?

Preliminary findings Composition of slum population, by household status Urban refugees are settled across numerous vulnerable neighbourhoods, rather than concentrated in a single area Accross the target areas, refugees account for 6% of the total number of households. This proportion varies from one area to another. * * With a 90% confidence level and 7% margin of error, based on a simple size of respondents.

SUPPORT TO KCCA IN SET UP OF A COORDINATION PLATFORM FOR KAMPALA TRANSLATION OF NEEDS AND FUTURE INTERVENTIONS INTO AREA PLANNING STRATEGIES Connect KCCA with humanitarian and development partners. Raise interest and awareness about the initiative Provide the platform with reliable and timely information about urban migrations and access to services Facilitate a Who does What Where? Prioritisation of needs an potential interventions to contribute to KCCA strategic review and Urban Migration Strategy Facilitate a Who will do What Where? Towards policy development
ADVOCACY, NETWORKING, BENCHMARKING KKCA TO DEVELOP AN URBAN MIGRATION STRATEGY Organisation of an ‘exposure and networking visit’ to Europe for KCCA’s Executive Director to connect with municipalities engaged in urban refugee integration and advocate for new partnerships in May 2018 High potential for future cooperation between KCCA and cities met in Sweden and Germany, but also other AGORA pilot cities from the South AGORA’s pilot project reinforced KCCA’s strategic interest in providing a municipal response to refugee influx, from a strategic and technical viewpoint Assessment results and ‘exposure visit’ opportunities to support KCCA in implementing and monitoring its Strategy for integration of migrants and refugees in urban planning
