Young people's situation on the labour market
Young were hardest hit by the crisis Youth unemployment rate: from 24 % in Jan to 16.1 % in Jan. 2018 NEET rate continues to decrease (11.5% in 2016, down from a peak of 13.2% in 2012) Large differences between Member States (highest youth unemployment rate in ES, EL, IT) The impact of the crisis can be still seen today. The youth unemployment rate is still double the overall unemployment rate There are still 4 million young people Young people are more likely to be overqualified, in non-standard and precarious forms of employment and as a result have lower social protection

4th EMCO review on YG implementation in December 2017, covering all Member States Country specific conclusions + EMCO key messages endorsed by 15 March EPSCO Council highlighting: Maturation of measures and strong commitment, shift in approach in some Member States (upskilling, vulnerable youth) Challenges: outreach, offers within 4 months, offers tailored to young people's profiles, sustainability of measures (many ESF and YEI funded) European Semester (Country Reports in March, CSRs proposals in May) 17-18 April informal EPSCO Council addresses YG implementation European Framework for Quality and Effective Apprenticeships adopted on 15 March

YG data collection: next steps
Launch of 2018 YG data collection exercise end of March until 30 June A new "minimum quality filter": aim to exclude offers of employment or traineeship of less than 28 days Improvements needed: high numbers of unknowns in destination of exits and follow-up data YG data collection: next steps 2016: All MS provided data (mostly on time) and many improved coverage, completion and quality Further improvement needed on data quality and coverage in several countries Key issue is high numbers of unknowns in destination of exits and follow- up data Exits: Destination unknown in >1 in 5 cases (22.4%) Follow-up: Subsequent situation unknown in more than 1 in 3 cases (36.1%) 6m after exit Data still not available in 8 countries And for 20 countries that can provide some data, results are heavily impacted by large numbers in an unknown situation 6 countries >50% unknown Only 6 with <20% unknown The proposal for a filter on duration of offer was agreed with some modifications: Member States will aim at excluding offers of employment and traineeship with short durations (indicative duration: any offer of less than 28 days). Apprenticeship offers are by definition longer than 28 days so there is no need for a filter. For education offers, a filter based on the number of hours will be discussed at a future meeting.

Assessing the quality dimensions of youth employment offers Developing quality traineeships for young people Profiling youth labour market disadvantage: A review of approaches in Europe Assessing the quality dimensions of youth employment offers This tool provides a practical approach to identify the elements that constitute a quality offer of employment when the YG offer is made. It builds on existing policy frameworks and research on employment quality (mostly from the ILO and EU institutions). The tool also provides a checklist with indicators, source of data and assessment methods. Developing quality traineeships for young people This tool provides a practical approach to determine the quality dimensions of quality traineeships, the mechanisms that can be established to ensure that traineeships are a valuable learning experience and that young people’s rights and entitlements are respected. It was developed on the basis of existing regulatory frameworks, research and country practice. The tool includes a checklist for programme managers and practitioners who are responsible for making traineeship offers to young people. Profiling youth labour market disadvantage: A review of approaches in Europe The aim of this tool is to explore the different profiling approaches currently used in the countries of the European Union and to distil lessons and main features that have proven effective in identifying and supporting disadvantaged young people. It can be used as a reference tool by all those involved in the design and delivery of youth employment services and programmes, especially officials of national labour market institutions, and managers and practitioners of employment services.

Monitoring the performance of Youth Guarantees: A learning package Monitoring the performance of Youth Guarantees: A learning package This package is a tool to support the organisation of training sessions on monitoring the performance and evaluating the results of YG schemes. It explores the key features; reviews the basic principles of monitoring and evaluation; details the indicator framework for monitoring the YG; offers guidance on how to monitor the performance and measure the impact of national YG interventions. Each learning module contains sample PowerPoint Presentations; and handouts with additional learning and other resources. Social cost-benefit analysis of Youth Guarantees: Learning modules This package provides a hands-on approach to measure the social cost and benefits of youth employment interventions. It aims to increase understanding of how this type of analysis works, the results it generates, and the use that programme managers and policy-makers may make of the findings to improve welfare gains for individuals and society.
