3. Federal Updates Entry Level Driver Training (ELDT)
Minimum training requirements for entry-level applicants
Separate Passenger & School Bus Curriculum
Theory, Behind the wheel – Range & Road
Will apply to all NEW CDL drivers
Will apply to ALL disqualified CDL drivers (non-medical)

4. Federal Updates ELDT Continued
Trainers will Register with FMCSA & report electronically to FMCSA; possible electronic interface with State DL system
States will record training in driver record; won’t be able to issue new CDL’s if training isn’t complete
FMCSA revised the Final Rule March 21, 2017

5. Federal Updates ELDT Continued
However, due to the delay in the New Medical Rule the compliance date may be pushed due to IT and legislative challenges all states face
Currently, the effective date is February 7, 2020

Missouri has petitioned an even exchange of Military CDL for Civilian CDL
Lots of questions on how to do this and still have States be able to comply with individual jurisdiction requirements and statutes
No definitive effective date
